More than 80 recommendations of NGOs within the framework of the Coordination Council for Interaction with NGOs have been adopted by government agencies

How do you plan to strengthen the interaction of regional government bodies and NGOs? Do government agencies properly engage the potential of NGOs in the implementation of priority tasks? What problems in the regions are constantly raised by NGOs? These and many other issues were discussed at the online meeting of the Coordinating Council for Cooperation with NGOs, chaired by the Vice Minister of Information and Public Development B.A. Tlepov.

The online meeting was attended by over 80 representatives of government agencies, NGOs and the expert community. This is due to the fact that this year, for the first time, the composition of the council was expanded, which included representatives of central state, local executive bodies and regional NGOs.

Traditionally, the format of the meeting was held according to the principle of "state body - NGO", where information from state bodies was heard with a counter report from NGO representatives.

The current agenda of the meeting is dedicated to raising regional cooperation with NGOs to a new level.

Thus, the main speakers of the Council were the deputy akims of the Atyrau, Kyzylorda, Turkestan regions, the president of the ALE “Civil Alliance of Kazakhstan” Nurgazieva Banu, the vice minister of health Nusupova Asem, the president of the public fund “Aman-saulyk” Tumenova Bakhyt, the head of the staff of the Ministry of Agriculture Orazaev Marat, President of the Association "Union of Farmers of Kazakhstan" Dayrabaev Zhiguli.

The meeting discussed in detail topical issues in the field of interaction between government bodies and the civil sector, in terms of improving the mechanism of project interaction with NGOs in the implementation of the state social order, the work of ministries with specialized NGOs in the field of health care, the agro-industrial sector, strengthening the role of civil society organizations in ensuring the participation of NGOs in the implementation social initiatives of the region.

In general, over the past 3 years, the Council has developed 103 recommendations, 89 of which have been implemented, 14 recommendations are long-term.

In his opening remarks, the Vice Minister noted that the trend of the current reality is closely interconnected with the representative of civil society.

“More and more attention is paid to the formation of public dialogue, openness, prompt response to the needs of people, strengthening public harmony,” the vice minister said.

According to the ministry, the recommendations of the Council have made a significant impetus to the development of partnership between the state and the third sector in a new format.

According to the vice minister, over the years of implementation of the council's recommendation, the Concept for the Development of Civil Society for 2020-2025 was adopted, the ministry conducts strategic sessions on the mechanisms of state funding for NGOs; a long-term capacity building project “Academy of NGOs” is being implemented. And this is just a part of the implemented joint initiatives with NGOs.

Also during the meeting, the vice minister stressed the problematic issues that are raised by public figures from year to year.

“At the same time, there are recommendations that are long-term and urgent. Basically, problematic issues arise in terms of participation of NGOs in tenders for state social orders, expanding the sectoral principle, the formation of state social orders, taking into account the assessment of the needs and needs of the population, and others.

In many regions, a public discussion with NGOs about the topics of projects and the results of assessing the state social order is not conducted at the proper level. ", - said the vice minister.

Following the meeting, the members of the Council gave appropriate recommendations to the deputy akims on expanding the representation of NGOs in solving regional issues. In turn, the state bodies took into account the comments and problematic ones from the non-governmental sector.
