Public councils in the quasi-public sector

Public councils in the quasi-public sector

Currently, work is underway to establish public councils in the quasi-public sector entities, including national management companies, national holdings and national companies.
In this regard, the Ministry of Information and Public Development has organized training seminars for representatives of quasi-public sector entities, central and local government agencies.

Recall that in pursuance of the instructions of the Head of State, voiced in the Address to the People of Kazakhstan dated September 1, 2020, the Ministry of Information and Public Development of the Republic of Kazakhstan introduced a number of new amendments to the Law of the Republic of Kazakhstan "On Public Councils" regarding the activities of public councils.
In accordance with the law, members of public councils are entitled to consider issues related to the discussion of draft strategies and development plans, reports and monitoring of their implementation, and the results of financial and economic activities of quasi-public sector entities.
In addition, members of public councils will take part in public control, as well as participate in the work of procurement commissions.

During the seminar, the amendments made to the Law of the Republic of Kazakhstan "On Public Councils"were also explained.
In accordance with the amendments, members of public councils have the right to make proposals on the definition of draft normative legal acts concerning the rights, freedoms and duties of citizens to be considered by the Public Council.
In general, the Ministry, as an authorized body, plans to continue conducting and organizing systematic work on methodological support for the activities of public councils.
