The Ministry has strengthened awareness-raising activities in the regions on issues of interaction with NGOs

In 2021, the Ministry of Information and Public Development of the Republic of Kazakhstan held public hearings on topical issues in the field of interaction between the state and non-governmental organizations in all 17 regions of the country, namely in 14 regions and cities of Nur-Sultan, Almaty and Shymkent.
By the way, within the framework of the" Days of Ministries", from February 3 to March 17, 2021, 16 strategic online sessions on state financing mechanisms for non-governmental organizations were held with the participation of more than 700 people, including more than 300 NGOs. Thus, during the sessions, representatives of the Ministry explained the existing mechanisms and outlined the ongoing work to improve the state social order and grant funding for NGOs.
At the same time, thanks to the Strategic Sessions of the Ministry of Foreign Affairs of the Republic of Kazakhstan in the regions, representatives of NGOs and local executive bodies identified a block of problematic issues on the existing mechanisms of state financial support for NGOs. In particular, questions were raised about the abolition of dumping for the state social order, the establishment of regional restrictions on NGOs for their participation in state social order competitions, the expansion of the sectoral principle of state social order and grants, the formation of state social order topics taking into account the assessment of the needs and needs of the population, etc.
To solve the existing problems and develop proposals, the Ministry has established working groups with the participation of experts in the field of civil society and representatives of NGOs. Work is also underway to improve the regulatory acts regulating the mechanisms of state support for NGOs, in particular, changes are being made to the Rules for the Formation, Monitoring of implementation and Evaluation of the results of the State Social contract, and to the Standard of the State Social Contract. Together with the Ministry of Finance of the Republic of Kazakhstan, work is being carried out to amend the Rules for Public Procurement.
At present, work is also underway to reformat the grant support system in the framework of improving legislation and revising the internal regulations of the Center for Support of Civil Initiatives.
In general, the Committee on Civil Society Affairs of the Ministry of Foreign Affairs of the Republic of Kazakhstan has collected a package of constructive proposals from representatives of the regional public, which are summarized and will be taken into account in the work of the Ministry.
