In order to improve the organizational issues of grant financing, the Ministry of Information and Social Development has made changes to the current rules for the provision of grants for NGOs. The draft normative act was developed jointly with representatives of NGOs and experts in the field of civil society.
The new changes are aimed at improving the competitive procedures for the distribution of state grants among NGOs. The emphasis is on transparency and efficiency in the implementation of grant projects. In particular, the procedure for the formation and maintenance of the Register of Experts has been regulated. According to the new rules, the Register of Experts is formed for a period of 1 year and is public. The composition of the expert committee will be selected at random from the Register.
According to the developers, representatives of NGO applicants for grants are also admitted to the expert commission, but if a conflict of interest arises, they are deprived of the right to vote. In addition, meetings of the expert commissions will be broadcast on the website and social networks of the Grant Funding Operator.
Another innovation is to ensure the publicity of the process of forming the topics of grant projects. Public discussion will take place on the Internet resources of government agencies. Citizens and NGOs will be able to express their opinions. Topics for future grants will be planned based on these discussions.
Also, monitoring procedures with a mechanism for assessing the effectiveness of the implementation of grant projects have been determined, the timing of competitive procedures has been regulated. If earlier the term was up to 79 working days, then according to the new rules the terms were reduced by 2 times - up to 40 days. The deadlines for accepting applications are regulated: 20 (twenty) business days, with a repeated competition 10 (ten) business days.
The rules also govern the procedures for the provision of non-state grants.
