Today, January 5, 2021, within the framework of clarifying new amendments to the laws on information and the activities of public councils, as well as the bill on public control, Minister of Information and Social Development Aida Balayeva paid a working visit to Atyrau region.
During the trip, the minister met with the regional leadership, heads of internal policy departments, youth policy, religious affairs, as well as heads of local media, volunteer and non-governmental organizations, including public organizations dealing with social entrepreneurship.
At meetings with representatives of the public of the Atyrau region, the minister emphasized that the new laws signed by the head of state will become an important tool in improving the transparency and openness of both the activities of state bodies and the work of quasi-state organizations.
Aida Balayeva noted: “The legislative changes will contribute to the implementation of the concept of“ Hearing State ”.
Recall that on December 30, 2020, the President signed the Law "On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on Information Issues."
According to the minister, the amendments include new rules for the provision of state information orders. They provide for the definition of common thematic areas both at the republican and regional levels.
Along with this, on January 3 of this year, the President signed the Law of the Republic of Kazakhstan "On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on the Activities of Public Councils." According to this law, the Ministry of Information and Social Development will coordinate and provide methodological support for the activities of public councils. Public councils have been successfully functioning in Kazakhstan since 2015, and the new amendments provide a comprehensive opportunity to improve the mechanisms for the creation and operation of public councils. So, now public councils are empowered to make decisions on the consideration of draft laws and regulations and appeals in accordance with their relevance to society.
At a meeting with the region's activists, Aida Balayeva noted that the next targeted step in involving civil society institutions in the state's decision-making processes will be the draft law "On public control."
“The structure-forming law will make it possible to systematize and increase the effectiveness of public control,” the minister said.
Also, Aida Balayeva told the representatives of the region's public that a regulatory and legal framework is being developed, which will fix the concept of "petition" with regulation of the procedure for its submission and consideration.
During the trip, the minister also visited and got acquainted with the work of the Information and Analytical Center of the Department of Religious Affairs of the Atyrau region, the Civic Center of the Internal Policy Department of the Atyrau region and the Moldir kuz public association dealing with the development of social entrepreneurship in the region.
