The report was formed on the basis of current scientific research, analysis of official statistics of government agencies and the results
3 massive sociological surveys with a total coverage of 6,000 respondents.
The national report on the situation in the youth sphere contains 8 sections. It should be noted that this year, the impact of the global pandemic of coronavirus infection COVID-19 on the condition and livelihoods of Kazakhstani youth was studied.
The National Report includes practical recommendations and suggestions for government agencies of the republican and regional levels. Specific measures were developed on the basis of discussion of the expert community, focus group studies.
Kazakhstani experts took an active part in the expert discussion - the founder and scientific consultant of the Public Opinion Research Institute B. Rakisheva, political scientist, member of the National Council of Public Trust under the President of the Republic of Kazakhstan Aydos Sarym, head of educational projects at BTS Education Sayasat Nurbek, director of the Center for Contemporary Research "Alternative" Andrey Chebotarev, Vice-President of the National Center for State Scientific and Technical Expertise Zh.M. Sabitov and others, as well as foreign experts - Associate Professor of Organizational Studies at Pitzer College Barbara Junisbay (California, USA), Associate Professor at Nazarbayev University Casa Rita (Riga, Latvia), etc.
During the discussion, A. Oralov noted: “The national report is the result of the complex work of the research group, the interaction of experts in various fields. The main feature of the document is that it was drawn up taking into account the views of young people. The opinion of young people is the results of sociological research, on the basis of which the situation of Kazakhstani youth in the main spheres of their life has been studied, ways of solving problems of concern to our youth have been identified and presented, trends in the further development of the youth sphere have been identified. Sayasat Nurbek, head of educational projects at BTS Education, expressed the opinion that attention should be paid to the applied aspect of the National Report on Kazakhstani youth.
Aidos Sarym emphasized that the Research Center "Youth" is a unique center, therefore, a common platform should be created on its basis, where all research on Kazakhstani youth issues will be collected.
Ali Avcu Seit, professor of Yildirim Beyazit University, PhD (Ankara, Turkey), in his speech touched upon the issues of the educational sphere: “There are some issues in the education system of Kazakhstan. Teachers' salaries are low. In order for students to choose more the profession of a teacher, the profession of a teacher and a teacher should be made attractive. I am glad that the government is aware of these problems and is taking measures to solve them. " Barbara Junisbye, Associate Professor of Organizational Research at Pitzer College, California, USA, commented: “Rather than seeing youth as 'end users' or beneficiaries of policy, why not involve them in the solution process from the beginning? This can lead to two positive results: 1) it can lead to even greater improvement in programmatic results and 2) it can provide youth with the necessary opportunities for political, civic and personal participation in policymaking and thus contribute to the development of the country at different stages of this process ”. Casa Rita, Associate Professor at Nazarbayev University (Riga, Latvia) also focused the participants' attention on education issues: “National education is an ecosystem interconnected with other spheres of public life. Improving the quality of education throughout the system requires simultaneous and coordinated action to improve learning and leadership processes at all levels of education and to incorporate formal and non-formal ways of learning, as recommended by the Youth of Kazakhstan 2020 report.
The national report is the result of complex work and interaction between experts and representatives of various industries at all levels. The novelty and relevance of the National Report "Youth of Kazakhstan - 2020" lies in the fact that in this document experts try to find and answer questions about how and how the state and civil society can help young people against the backdrop of the global coronavirus pandemic.
Following the discussion and taking into account the recommendations of the expert community, the National Report "Youth of Kazakhstan - 2020" will be finalized and presented to the public.
