THE MEETING OF THE COUNCIL OF THE ASSEMBLY OF THE PEOPLE OF KAZAKHSTAN HAS BEEN PASSED

On December 11, 2020, a meeting of the Council of the Assembly of the People of Kazakhstan was held with the participation of the State Secretary of the Republic of Kazakhstan Kusherbayev Krymbek Eleuovich. The meeting was attended by regional akims - the chairmen of the ANC Nur-Sultan, Almaty, Shymkent and regions, deputies of the Mazhilis of the Parliament of the Republic of Kazakhstan, heads of central state bodies, members of the Assembly Council. During the event, issues of implementation of the policy of peace and harmony of the First President - Elbasy, Chairman of the ANC N.A. Nazarbayev, as well as the role of the Assembly of the People of Kazakhstan in strengthening the country's independence were considered. In his speech, the Secretary of State stressed that “Today is the time for a new stage in the development of interethnic relations. At the Assembly Council on November 11, the Elbasy very clearly noted the social demand for a new, inclusive policy in the field of interethnic relations. In the near future, the President of the Assembly pointed out the importance of developing measures aimed at deepening the processes of integration of society. The necessity of transforming "the ethnic and cultural diversity of Kazakhstan into a competitive advantage and a tool for strengthening the independence and development of the country" is indicated. It is seen as important to strengthen the social capital of unity and harmony, the formation of new platforms for interaction between ethnic groups, the prevention of politicization of the ethnic issue, the neutralization of any conflicts on ethnic grounds. This is a question of all institutions of power and civil society without exception. This year, a huge amount of work has been done in a short time, aimed at changing approaches to the management of interethnic processes in the country. They acquire a more institutionalized character. A structural and qualitative "reboot" of the Assembly is taking place as a general civil, supra-political and nationwide institution that is trusted. At a recent meeting of the National Commission for the Modernization of Public Consciousness, we summed up the results of the implementation of the Rukhani Zhagyru program in 2020 and identified priority areas for further work. Taking into account the new realities, a number of new projects have been introduced, a special Roadmap has been developed for its practical filling and deepening. Its main meaning is to increase the competitiveness of the nation ”. Summing up the results, the Secretary of State noted: “Today, we are nominating candidates for deputies of the Mazhilis of the Parliament of the new VII convocation. The head of state signed a decree to convene the XXVIII session of the Assembly, which will elect 9 deputies. This choice will largely determine the effectiveness of the policy in the field of interethnic relations for years to come. To increase the efficiency of the Assembly's deputy corps, a new reading of its tasks in future activities is necessary. In the new realities, it is important to learn to go beyond the traditional and outdated approaches. In this regard, I consider it necessary to once again outline the tasks that the Assembly and its representatives in the Parliament will have to solve in the near future.

First of all. The Rukhani Zhagyru program should become the core of the national revival. Secondly. National revival should be based on the state language. The Kazakh language is one of the fastest growing languages in the world. It acquires a new graphic expression, its lexical composition and social base are expanding. 80% of graduates take the UNT in the Kazakh language, and representatives of other ethnic groups who speak the language of Abai are far from uncommon. We no longer talk about the need to save the Kazakh language. It has everything necessary to play the role of a language of interethnic communication and act as a unifying factor in our country. This is a significant result of our common work during the period of Independence. Thirdly. It is necessary to clearly define the understanding of the status of the Kazakh people as a state-forming entity. The Kazakh people should become a natural center of integration for other ethnic groups, the core of the nation. At the same time, all ethnic groups share responsibility for the future of Kazakhstan. This is the only way to answer all the challenges and build on the success achieved over 30 years of Independence. This understanding needs to be disseminated in society. Fourth. The modernization of a nation is impossible while maintaining outdated attitudes. The pandemic has highlighted the lack of responsibility and discipline, the importance of professional competencies and a healthy lifestyle. But, most importantly, it became clear that work is not a duty for the sake of earning, but the greatest good, the possibility of full self-realization, social communication and social recognition. And the task of the Assembly is to actively promote the values of work, responsibility, education and professionalism. Fifth. The events of this year have demonstrated a high level of vulnerability of the population to disinformation, whether it is the infodemic that unfolded against the background of COVID-19 or fake news on the topic of interethnic relations. This makes manipulations possible for far-reaching purposes, and our task is to create in the mass consciousness a reliable cultural and mental shield against destructive hate speech. " At the end of the meeting, in accordance with Article 87 of the Constitutional Law of the Republic of Kazakhstan "On Elections in the Republic of Kazakhstan" and Article 10 of the Law of the Republic of Kazakhstan "On the Assembly of the People of Kazakhstan", the ANC Council nominated 9 candidates for deputies of the Mazhilis of the Parliament of the Republic of Kazakhstan, elected by the Assembly. ***
