Meeting of Minister Aida Balayeva with members of the Public Council of Almaty

As part of the implementation of the Address of the Head of State K.Tokayev dated September 1, 2020 in the city of Almaty on October 15 this year. A meeting of the Minister of Information and Social Development A. Balayeva with members of the Public Council of the city of Almaty took place.

During the meeting, the sides discussed approaches and proposals on issues of legislative consolidation of public control, as well as issues of improving the OS institute in terms of creating public councils in the quasi-public sector.

In her speech, Aida Balayeva emphasized the timeliness and relevance of improving the institution of public control.

The goal of the future bill is to determine the creation of a legal basis for a system of public control, as well as legal conditions for the further development of civil society.

The task of the bill includes the formation of a single conceptual apparatus, the establishment of a unified system of principles for the implementation of environmental protection, the creation of legal mechanisms for combining public efforts in the fight against corruption, as well as defining the functions, powers and responsibilities of subjects and objects of environmental protection.

“In accordance with the Address of the Head of State, amendments to the Law have been developed, providing for the creation of Public Councils in the quasi-public sector, as well as expanding their powers through their participation in tender commissions for public procurement of state bodies, as well as subjects of the quasi-public sector. Today, these amendments are undergoing the approval procedure, ”A. Balayeva said.

During the event, the secretary of the public council of the city of Almaty, director of the public fund "Information and resource center" - Altynai Kobeyeva, as well as members of the public council of the city of Almaty, chairman of the board of the public fund "KAZBREND" Nurlan Zhazylbekov, general director of the Association of users of the scientific and educational computer network Kazakhstan "KazRENA" Boris Dzhaparov and Chairman of the Board of the ALE "Union of Crisis Centers of Kazakhstan" Zulfiya Baysakova.
