Public control: prospects for legislative consolidation

In order to implement the tasks outlined in the Address of the Head of State to the people of Kazakhstan dated September 1, 2020, work is underway to legislatively consolidate the institution of public control.

Thus, the Ministry of Information and Social Development has established a Working Group to develop concepts and a draft law "On public control in the Republic of Kazakhstan", an accompanying draft Law of the Republic of Kazakhstan "On amendments and additions to some legislative acts of the Republic of Kazakhstan on public control issues."

Today, October 1, an online meeting of the Working Group on the development of draft laws was held, chaired by the head of the Working Group, Vice Minister of Information and Social Development B.A. Tlepov.

During the meeting, the main approaches and provisions of the draft Concept of the draft law on public control were discussed.

The goal of the future bill is to determine the creation of a legal basis for a system of public control, as well as legal conditions for the further development of civil society.

The task of the bill includes the formation of a single conceptual apparatus, the establishment of a unified system of principles for exercising public control, the creation of legal mechanisms for combining public efforts in the fight against corruption, as well as defining the functions, powers and responsibilities of subjects and objects of public control.

The discussion was attended by the President of the Association of Environmental Organizations of Kazakhstan, a member of the public council in the field of social development Solovieva Aigul Sagadibekovna, Vice President of the ALE "Civil Alliance of Kazakhstan" Tuzelbaev Gamal Bekbolatovich, Director of the Kazakhstan International Bureau for Human Rights and Rule of Law Zhovtis Yevgeny Alexandrovich, President of Almaty Management University , Doctor of Business Administration Kozhakhmetov Asylbek Bazarbayevich, Director of the Center for Applied Research "Talap" Oshakbaev Rakhim Sakenovich, Chairman of the branch of the RPO "Kazakhstan Union of Lawyers" in Nur-Sultan Berkamalov Serik Nurtazaevich, Director of the private institution "Center for the Development of Local Self-Government", member of the Public Council North -Kazakhstan region - Khudyakov Sergey Geroldovich, executive director of the Center for the Study of Legal Policy Tatyana Sergeevna Zinovich.

The working group is collecting proposals that can be sent to the address ta.akhmadiev@qogam.gov.kz  marked "Public control" and they will certainly be considered at the meetings of the Working group.
