"On approval of the Rules for the provision of grants and monitoring of their implementation"

"On approval of the Rules for the provision of grants and monitoring of their implementation"

In order to improve the mechanism of grant financing, the Ministry of Information and Social Development, together with experts in the field of civil society, developed a draft order "On approval of the Rules for the provision of grants and monitoring of their implementation." The project is amending the current Grant Funding Rules.
When making changes to the Rules for Grant Financing, the main emphasis was placed on transparency and efficiency in the implementation of grant projects. In particular:
 the procedure for the formation and maintenance of the register of experts has been regulated. The regulation includes:
- the roster of experts will be selected at random and formed for a period of 1 year;
- information about experts will be public;
- meetings of expert commissions will be broadcast on the Operator's website and social networks;
- representatives of NGO applicants for grants are admitted to the expert commission, but if a conflict of interest arises, they are deprived of the right to vote.
 a norm was introduced on public discussion of grants in order to determine the feasibility of future projects. When forming topics, government agencies will post planned grant topics on their Internet resources for public discussion. Further, it is assumed that the topics will be discussed with representatives of NGOs at various dialogue platforms (public councils, hearings, and others). At this stage, citizens and non-governmental organizations will be able to express their opinions. Governments will plan grant topics based on these discussions.
 monitoring procedures with a mechanism for assessing the effectiveness of the implementation of grant projects have been defined;
 The timing of the tender procedures is regulated: according to the current Rules, the term is up to 79 working days. It is proposed to reduce the time by 2 times - up to 40 days. The deadlines for accepting applications are regulated: 20 (twenty) business days, with a repeated competition 10 (ten) business days.
 the procedures for the provision of non-state grants are also regulated.
The draft on September 18, 2020 was posted on the Internet portal "Open legal entities" https://legalacts.egov.kz/npa/view?id=4905691  in the section "Immigration, migration, citizenship".
We ask you to take part in the discussions of the draft Rules.
