Deputy Prime Minister and Minister of Artificial Intelligence and Digital Development Zhaslan Madiyev held a meeting with the leadership of UAE technology company Dalil Information Technology.
During the talks, the parties discussed prospects for introducing innovative solutions into public administration and developing the country's digital infrastructure. The main focus was on the creation of a unified digital citizen profile, the modernisation of electronic border and transport control systems using AI technologies.
Zhaslan Madiyev emphasised that, in line with the instructions of Head of State Kassym-Jomart Tokayev, Kazakhstan is systematically building a data ecosystem and is open to partnerships that involve not only technology transfer but also joint knowledge creation and the development of local talent.
Company representatives presented their flagship projects in the field of digital identification, including the development of a "Super App" for government services, the deployment of biometric "Smart Gates" systems at airports, and intelligent solutions for customs administration.
The technological foundation of Dalil Information Technology, oriented towards cybersecurity and big data analytics, demonstrates strong synergy with the objectives set by the Ministry. In particular, the parties discussed the possibility of implementing the "Golden Record" concept, aimed at completely eliminating paper-based processes in population identification and achieving a high level of biometric coverage.
A separate agenda item was the discussion of Arab partners' participation in the international GITEX exhibition, which will take place for the first time in May 2026 in Almaty under the patronage of the President of Kazakhstan. Zhaslan Madiyev invited the company to showcase its solutions at the event and proposed formalising the parties' intentions through the signing of a memorandum of understanding. Such a step would enable a transition from discussions to the practical implementation of joint projects, including technology localisation and potential investment in government digital initiatives. Both parties expressed confidence that combining Kazakhstan's strategic digitalisation agenda with Dalil Information Technology's deep expertise will create a solid foundation for long-term and mutually beneficial cooperation.
