Digital Shield and Protection of Citizens' Constitutional Rights Take Centre Stage at AntiFraud Forum Kazakhstan

AntiFraud Forum Kazakhstan — the central industry platform dedicated to combating fraud in the financial sector and the digital environment — was held in Astana. The forum brought together senior executives of banks, fintech market leaders, government representatives, and leading cybersecurity experts. The main topics of the forum included strengthening the resilience of financial institutions against cyberattacks, deploying modern anti-fraud technologies, and developing deep cross-sector cooperation.

The forum was attended by Chairman of the Committee on Information Security of the Ministry of Artificial Intelligence and Digital Development Mustagulov T.S. and Deputy Chairman Arykbekova U.Sh. In their addresses, the ministry representatives paid particular attention to raising the cybersecurity hygiene of the population. Key protection tools that have become important elements of the country's digital security were presented: the Stop Credit service, which allows citizens to voluntarily restrict the taking out of loans in their name; the Nomad Guard platform; and the CitizenSec educational solution, aimed at training users in the basic principles of personal data protection.

A separate important agenda item was the discussion of amendments to Article 21 of the Constitution of Kazakhstan concerning the protection of private life, personal data, and digital rights. It was noted that strengthening constitutional guarantees requires all market participants to adopt a comprehensive approach to information security, combining cutting-edge technological solutions with clear legal measures.

Forum participants also examined practical anti-fraud cases in detail, along with modern approaches to risk management and the key role of data analytics in identifying suspicious transactions.

Attention was also given to developing synergy between the state and business to form a unified protection perimeter. The AntiFraud Forum Kazakhstan marked another systematic step in the implementation of the state strategy aimed at strengthening citizens' trust in financial services and creating a secure digital ecosystem in the country.
