Roundtable on the Draft Digital Qazaqstan Strategy

A roundtable dedicated to the draft Digital Qazaqstan strategy was held on the sidelines of the international Digital Qazaqstan forum. The discussion was attended by members of the Mazhilis, deputy ministers of key government agencies, industry experts, and representatives of the IT community.

In his Address "Kazakhstan in the Age of Artificial Intelligence: Pressing Challenges and Their Solutions Through Digital Transformation," Head of State K.Zh. Tokayev issued an instruction to develop a unified conceptual document on the development of digitalisation and artificial intelligence. On 13 March 2026, a working meeting was held under the chairmanship of the Head of State. The President emphasised that within the Year of Digitalisation and Artificial Intelligence, the priority is the large-scale deployment of advanced technologies and AI across all spheres of the country's life, and that the strategy must be grounded in the real needs of citizens and business.

During the roundtable, the strategy's architecture was presented, built around the transition to a "government as a platform" model, the development of a data economy, and the systematic deployment of artificial intelligence. It was noted that digitalisation in Kazakhstan is moving beyond individual solutions towards the comprehensive transformation of government and sectoral processes.

"Today, digitalisation is no longer about individual services — it is about the systemic reorganisation of the state. We are transitioning to a model where data becomes the basis for decision-making and architecture becomes the key instrument for managing change. The Digital Qazaqstan strategy forms a unified digital space in which all processes — from government services to industry solutions — are structured as interconnected elements of a single system," noted Aliya Ospanova, CEO of the Digital Government Support Centre.

According to the materials presented, significant results have already been achieved: a unified data management system has been established, millions of proactive services are being delivered, a social wallet has been launched, digital notary services are developing, digital twins are being introduced in industry, and 89 cities have been digitised.

Particular attention was given to the deployment of artificial intelligence, which is becoming a foundational tool for improving the efficiency of government functions and industries.

Following the discussion, participants noted that the Digital Qazaqstan strategy marks the transition to a new development model — data-driven and AI-first — in which the effective use of data and technologies in the interests of citizens and business becomes the key factor.
