International Meetings on Radio Frequencies and Satellite Communications Held in Shymkent

Kazakhstan hosted a series of international meetings within the framework of the Regional Commonwealth in the Field of Communications (RCC) and cooperation with the International Telecommunication Union (ITU). The events, dedicated to radio frequency spectrum management and satellite communications, took place in Shymkent.

The meetings involved over 120 delegates from Kazakhstan, Azerbaijan, Armenia, Belarus, Kyrgyzstan, Russia, and Uzbekistan. Participants included representatives from government agencies, international organizations, and specialized companies. The organizer was the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan.

The program included the 29th meeting of the Commission for Regulation of Radio Frequency Spectrum and Satellite Orbits, as well as the 56th meeting of the Working Group on Cooperation with the International Telecommunication Union (ITU). Participants discussed the efficient use of orbital-frequency resources and the coordination of international positions.

Particular attention was paid to preparations for the 2027 World Radiocommunication Conference (WRC-27). Participating countries synchronized their approaches on key issues on the global agenda, aimed at ensuring the sustainable functioning of television broadcasting and digital services.

Chairman of the Telecommunications Committee of the Ministry of Digital Development, Innovations and Aerospace Industry, Damir Seisembekov, noted the strategic importance of such meetings:

“The RCC Commission is of strategic importance for the participating countries. It is where coordinated approaches are formed and conditions are created for the efficient use of the radio frequency resource for the sustainable development of the region. Kazakhstan is consistently developing the industry: implementing 5G networks, expanding communication coverage, including rural areas, and developing satellite infrastructure, including low-orbit solutions.”

The program also featured a panel session of Digital Bridge 2026, dedicated to the challenges of digital transformation and the implementation of innovations in the telecommunications industry.

Specific decisions and recommendations were formulated based on the meeting outcomes and will be implemented by communication administrations and telecom operators. This will strengthen international cooperation and ensure the protection of participating countries’ interests in radio frequency allocation.

Shymkent took over the baton of hosting these important meetings from cities such as St. Petersburg, Dushanbe, Brest, and Yerevan, where similar meetings were held in previous years. The regularity of the meetings underscores the importance of coordinating efforts in the field of radio communications to ensure the digital sovereignty of the region’s countries.
