The Ministry of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan, in partnership with Google and Apolitical, announces the launch of the Build With AI for Public Sector 2025 program in Kazakhstan. Kazakhstan is the first country in Central Asia and the Caucasus to host educational courses as part of a program aimed at developing skills in the use of Artificial Intelligence (AI) and increasing efficiency in public administration.
The initiative, developed by Apolitical with the support of Google.org, Google’s company philanthropy branch, creates unique opportunities for various categories of public servants - from the senior level to execution implementers. The program is aimed at developing key skills and knowledge of Kazakhstani public servants in the AI, as well as adapting international experience in the digital transformation to the needs and realities of our region.
The program started with an offline workshop at Astana Hub, where 40 representatives of government agencies working in the field of digitalization and data management discussed with international experts the best practices of using AI in the public sector and shared their own experiences.

“We are confident that strengthening AI and digital competencies among civil servants will create a solid foundation for advancing Kazakhstan’s strategic priorities in digital transformation, reinforcing technological sovereignty, and enhancing the quality of public services. Kazakhstan’s participation in this global Google.org initiative reflects the strong international trust in our country and underscores our commitment to integrating into the global AI ecosystem. The knowledge and practices gained through this program will directly contribute to solving real governance challenges and will provide powerful momentum for the development of the regional digital economy,” noted Zhaslan Madiyev, Minister of Digital Development, Innovation and Aerospace Industry.
“The launch of the Build with AI for Public Sector program in Kazakhstan is an important step towards strengthening collaboration between government and technology. Our goal is to equip public officials with the tools and skills they need to harness AI to improve efficiency and service delivery for the benefit of citizens. We are proud to begin this journey here in Kazakhstan - a country that actively invests in its digital future and continues to demonstrate regional leadership,” noted Patrick Warnking, Vice President for Central and Eastern Europe at Google.
The Build With AI for Public Sector 2025 program is based on the AI Sprinters framework and the Government AI Campus, developed by Apolitical with the support of Google.org. The Apolitical Government AI Campus is a trusted knowledge and learning hub for public officials on governing and applying the AI technology. More than 250,000 public sector employees from 160 countries have already completed training under this program, and it is now being introduced in Central Asia for the first time.
The Build With AI for Public Sector program will be implemented through a multi-level format, covering both strategic and practical dimensions. The training is divided into three tiers, aligned with participants’ competencies and professional responsibilities: senior leadership, executive-level staff in ministries and agencies, and all public servants interested in AI, regardless of their level of authority.
Upon completion of the course, participants will receive a certificate of program. The results of the first phase of the program’s implementation, along with the most successful cases of AI solution deployment, will be presented by the end of 2025.
