Regulatory Sandboxes and Pilot Frameworks for AI Technologies in Kazakhstan

Kazakhstan has established legal frameworks for testing innovative technologies, including artificial intelligence, in controlled environments. These include experimental legal regimes in Alatau City, a pilot project for delivering public services through AI agents on the Alem GPT platform, an autonomous vehicle and driverless taxi pilot project, and the National Bank's regulatory sandbox.

1. Experimental Legal Regimes in Alatau City

Alatau City operates under a special legal regime that enables the development, testing, and deployment of innovative technologies. The framework allows for controlled trials of new solutions, including artificial intelligence, autonomous vehicles, and robotics.Experimental legal regimes may be established within designated areas of the city, with specified durations and conditions for testing.

The legal basis is the Constitutional Law of the Republic of Kazakhstan No. 286-VIII of May 8, 2026, On the Special Legal Regime of Alatau City. Article 54 authorizes the city administration to establish experimental legal regimes to support the development, testing, and implementation of technological and other innovations.

Article 54 (2) explicitly identifies artificial intelligence as one of the areas covered by these regimes, alongside the Internet of Things, digital and sensor networks, unmanned and innovative vehicles, and robotic systems.

Such regimes may be introduced at the initiative of the city administration or upon proposals submitted by Alatau City residents. The procedures governing their establishment and operation are determined by regulatory legal acts issued by the administration. Findings from these trials may subsequently inform improvements to Kazakhstan's legislation

2. Pilot Project for AI-Powered Public Service Delivery through Alem GPT

Kazakhstan has introduced a pilot project to provide public services through the Alem GPT platform. The initiative is designed to test a new approach to how citizens interact with government services. Users can describe their needs through a chat interface, while AI agents identify the relevant life situation and help them access appropriate services through government information systems.

The pilot project aims to assess the use of artificial intelligence in public service delivery while ensuring compliance with personal data protection and information security requirements. The approved operating procedures provide for obtaining user consent before accessing personal data, secure data exchange, logging of system activities, and audit mechanisms.

The legal basis for the initiative is Order No. 326/НҚ of June 17, 2026, issued by the Deputy Prime Minister - Minister of Artificial Intelligence and Digital Development of the Republic of Kazakhstan pursuant to Article 22 of the Law of the Republic of Kazakhstan On Public and Socially Responsible Services.

The Order establishes the pilot project and approves the procedures for delivering public services through Alem GPT. Implementation involves National Information Technologies JSC and the Astana Hub Autonomous Cluster Fund.

3. Autonomous Vehicle and Driverless Taxi Pilot Project

Kazakhstan has established a three-year pilot project to test autonomous vehicles, including driverless taxis, on public roads in Astana, Almaty, and Kosshy. The initiative provides a framework for testing automated driving technologies, including AI-powered systems capable of monitoring road conditions and controlling vehicle movement.

The pilot allows these technologies to be tested in real-world traffic conditions, subject to established safety requirements. The approved Rules govern vehicle authorization, testing procedures, remote operational supervision, and passenger transportation. Highly automated vehicles may operate without a driver on board, provided that all applicable conditions are met.To qualify for operation, vehicles must complete at least 100 hours of testing at a designated testing facility and demonstrate that no road traffic accidents attributable to violations of traffic regulations occurred during the final 100 hours of testing.

The legal framework is established by Joint Order No. 442/НҚ of July 31, 2026, issued by the Deputy Prime Minister - Minister of Artificial Intelligence and Digital Development of the Republic of Kazakhstan; No. 196 of July 29, 2026, issued by the Acting Minister of Transport; and No. 550 of August 4, 2026, issued by the Minister of Internal Affairs. The approved Rules apply to vehicles with conditional automation and high automation, and expressly provide for their use as driverless taxis.

4. National Bank Regulatory Sandbox

The National Bank of Kazakhstan operates a special regulatory regime, known as a regulatory sandbox, for digital assets and payment services. This framework enables innovative products and technologies to be tested in a controlled environment before their wider deployment.

The regulatory framework was established under Resolution No. 178 of the Management Board of the National Bank of the Republic of Kazakhstan, dated November 11, 2019. In July 2025, the scope of the regulatory sandbox was expanded to include digital assets.
