National language policy
Work on the implementation of the national language policy in the region is carried out in the direction of implementing the Concept for the Development of Language Policy in the Republic of Kazakhstan for 2023-2029 and ensuring compliance with the requirements of the Law "On Languages in the Republic of Kazakhstan".
In 2024, KZT 142.1 million were allocated from the regional budget for the implementation of the national language policy (KZT 130 million 151 thousand for the Language Training Center, KZT 11 million 993 thousand for social projects).
In total, during the reporting period, 1,647 people completed training courses through the Language Training Center of the Kyzylorda Region, including 826 in the state language, 421 in Russian, and 400 in English.
The practical manuals "Teaching the Kazakh Language through Films" and "Collection of Texts for Mastering the Kazakh Language", developed by the Language Training Center, were published.
In the direction of implementing the state language policy, social projects "Implementation of the state language policy in the region" and "Körneki" are being implemented.
Within the framework of the project, regional competitions "Uzdik okytushy - 2024"(Best teacher 2024) were held among teachers of the state language of the Language Training Center, "Memlekettik til zhane BAK" (State language and mass media) among local journalists.
With the participation of the President of the Public Organization "International Society" Kazakh language" R. Kenzhekhanuly, a presentation of the dictionary "Oxford Qazaq Dictionary" translated into Kazakh-English, English-Kazakh languages was held. A regional seminar was held to discuss advanced teaching methods in the Kazakh language among state language teachers, and intellectual competitions were held in the 'Ethno Quiz' among subordinate institutions.
The language month 'Til-Ruhaniyat Ozeghi' (Language is a foundation of the spirituality) was declared from April 2 to April 30, 2024, with the aim of promoting the state language among young people through events, competitions, national-cognitive intellectual competitions, dialogue platforms, round tables, and other activities.
To facilitate expanded uptake of application of the state language, to ensure the full-fledged activity of the state language, an extended meeting on the topic "Memlekettik til sayasatyn zhetildiru maseleleri" (Challenges with enhancing the state's language policy) was held with the participation of akimats of cities, districts, regional, territorial institutions, public organizations.
In accordance with the instruction of the Head of State on the development of the state language, a scientific and expert discussion on the topic "Memlekettik til: maseleden zamanaui tasilder arkyly damytuga deyin" (The State Language: from problem to development through modern approaches) was held at the National Kurultai in Atyrau with the participation of linguists and representatives of various fields.
For ensuring compliance with the requirements of the Law of the Republic of Kazakhstan "On Languages in the Republic of Kazakhstan", on July 23 of this year, work was carried out to study the language situation in the departments of the Committee for Medical and Pharmaceutical Control in the Kyzylorda Region and the Economic Investigation in the Kyzylorda Region, based on the results of which recommendations were given to eliminate the identified deficiencies.
August 10. In honor of Abai Day, the winners of the regional competition "Maqsutim - til ustartyp, oner shashpak" were awarded in a ceremonial atmosphere on the Abai Alley.
On September 3, a republican lecture hour was held on the topic "Gylymdagy gumyrlar" with the aim of popularizing among the population scientific knowledge and scientific research of scientists who have dedicated their conscious lives to the path of education and science.
September 5. On the Day of Languages of the People of Kazakhstan, a festive event "Tili birdin - tilegi bir" was held.
During the festive event, linguists and experts from the region were presented with honorary diplomas and letters of gratitude from the regional governor and the Minister of Science and Education of Kazakhstan. In addition, representatives from various fields were also honored for their contribution to the quality of services in the state language and achievements in promoting the state language.
On September 6, the campaign "Tildi suyu - talbesikten" was organized in kindergartens in Kyzylorda.
On September 26, for the 15th anniversary of the Kyzylorda Region Language Training Center, the republican scientific conference "Tildi ozgerister: til yiretudegi otandyk edistem" was held.
In total, 167 events were held to popularize the state language and expand the scope of application in various formats, covering about 8 000 people.
As part of the social project "Korneki", visual information of 1,122 business entities in Kyzylorda was studied, deficiencies were identified in 30 entities. Letters of recommendation were issued to eliminate the identified deficiencies, and methodological assistance was provided. City and district departments conducted work to study 834 business entities in the region, 181 owners of the entities, as a result of which deficiencies were identified, changes in Article 21 of the Law "On Languages" - "Language of details and visual information" were explained, and letters of recommendation were given for their elimination. A video on the topic "Korneki akparat zhane zang" was shown on local TV channels, which was also published on social networks.
In addition, in December 2023, the monograph-reference book "Memlekettin tildegi as maziri men tagam ataulary: kazirgi zhagdai, problemalary" (Menu and names of dishes in the national language: current situation, problems) and the dictionary "Tagam ataulary", as part of the social project "Formation of a linguistic base of the menu in public catering places", were distributed to the regional Chamber of Entrepreneurs, akimats of cities, districts, libraries, educational institutions.
In order to explain to akims of local villages, rural districts and industry specialists’ changes and additions to a number of legislative acts in the field of state language policy and onomastics, from August 5 to 14, visiting seminars were held in the city of Kyzylorda and districts, within the framework of which monitoring was carried out on the work carried out on the implementation of language policy and in the field of onomastics in a number of villages and rural districts. Based on the results, letters of recommendation were sent to the akims of cities and districts to eliminate the identified deficiencies.
On November 6-7 of this year, 146 people underwent certification testing using the Kaztest system together with the National Testing Center.
On the correct spelling of words, national traditions and national patterns of phrases, the information columns “Soztuzer”, “Ulylar ulagaty”, “Trendtegi slengter”, “As maziriniz kazaksha ma?” are constantly maintained through the page on the social network of the Language Training Center.
