The digitalization of the region is carried out within the framework of the national project "Technological breakthrough through digitalization, science and innovation" (Regulation of the Republic of Kazakhstan dated October 12, 2021 No. 727) and the Reference standard of "Smart" cities (Order of the ICRIAP of the Republic of Kazakhstan dated July 1, 2022 No. 227) .
In the field of education:
In the region, all 294 schools are connected to the Internet through the channels of telecom operators Kazakhtelecom, Transtelecom and Satti.
5,700 lessons and more than 140,000 assignments in 42 subjects are available on the Online School platform of digital educational content BilimLand. In addition, in order to get rid of bureaucracy and improve the quality of education, the platform works together with the electronic journal "Kundelik".
To improve the safety of children and prevent delinquency among minors in organizations of preschool and secondary education, the Safe School project is being implemented.
Currently, there are 294 public schools in the region, of which:
- 100% of schools (294) are provided with video surveillance cameras,
- 76.5% of schools (225) are connected to the ESC;
- turnstiles have been installed in 58% of schools (170);
- Panic buttons are installed in 33% of schools (97);
- 15% of schools (45) are provided with specialized security services.
In the health sector:
Currently, all medical organizations up to the district level and below the district level are provided with computers by 100% and the Internet at least 4 megabits / sec by 93.2%.
All medical organizations are provided with a comprehensive medical information system "Damu-med". The electronic health passport of the residents of the region is 100% completed. To date, 47% of doctors are assigned to a doctor, a doctor's appointment is carried out electronically through the “Damu-med” system.
In 15 medical organizations of the region, including: in 8 district, one city and 6 regional medical organizations, complexes of telemedicine facilities have been installed. At the end of 2022, the number of telemedicine consultations amounted to 870. Of these, the number of consultations with republican centers - 18, with medical organizations at the regional level - 242, with a multidisciplinary regional hospital - 610.
In order to prevent cases of loss of research results, as well as re-examinations, medical documents require long-term and permanent storage, in connection with which the project “Introduction of a PACS system for transmitting and archiving DICOM images” was implemented. The system was implemented in all medical organizations out of 37 subordinated to the Health Department of Kyzylorda region, which made it possible to unite the departments of the medical institution into a single environment for diagnosing and treating patients.
Currently, the main task in the field of digitalization of healthcare is the integration of information systems of the Ministry of Health and its subordinate organizations. To solve this problem, today the transition to a new digital architecture of e-health e-Health is underway, within which it is planned to ensure the formation of a national electronic health passport of citizens, the transition to the use of microservice architecture and the creation of a reference database.
In 2022, it is planned to launch the main components of the e-Health core, and the full launch of the project is scheduled for 2023.
In the field of security:
The projects "Unified Register of Administrative Offenses", "Electronic Criminal Case (E-UD)" have been implemented in stages since 2018.
2020-2021 In order to ensure road safety in Kyzylorda city, 20 stationary Arkan speedometers have been installed, all of which are currently in use.
As part of the creation of a unified video monitoring system in order to expand the video surveillance system to prevent crimes and administrative offenses, reduce criminal activity in Kyzylorda city , on the streets and in public places, it is planned to install video cameras - 500 city cameras, 10 intelligent cameras at intersections, 35 stationary speedometers.
Today in Kyzylorda city there are 2807 cameras of educational organizations, 1688 cameras of health organizations, 998 cameras of multi-apartment residential buildings. All of them are integrated into the Operational Control Center.
In the field of transport:
Work is underway to implement the project "Installation of an electronic ticketing system for public transport in the city of Kyzylorda". The project is being implemented by AlemPay LLP as part of a public-private partnership through private investment.
Currently, out of 430 intracity public transport, 199 have stationary validators and terminals of the electronic ticketing system. Today, passengers use Kaspi.kz, Halyk bank applications, applications of mobile operators Activ and Kcell (cashback - 25 tenge), Beeline (cashback - 10 tenge), as well as online payment via transport cards and SMS. According to the results of 2022, in buses where validators are installed, 80% of the total number of tickets sold is accounted for by non-cash payments (i.e. out of 4,393,588 fares on which validators are installed, 3,534,221 were paid by transport cards, mobile applications ).
In the field of city government:
In 2020, work began on the implementation of the Regional Geographic Information System (RGIS) project in the Kyzylorda region. The geoportal is currently available at https://orda.geoportal.kz.
Project "I-Orda":
On the basis of the RGIS, the i-Orda portal was placed, and business processes in the region were automated for 74 services provided through natural monopoly entities. At present, the creation of the I-Orda information system portal has been fully completed, and the stage of popularization is underway. The portal is available at https://iorda.kz.
For the convenience of residents and guests of the city, there is a single integrated mobile application "Smart Qyzylorda". The mobile application works on the Google Play and App Store platforms, 78 services are available for residents and guests of the region:

"Unified Duty Dispatching Service - 112" receives and registers calls from emergency services 101, 102, 112 in Kyzylorda city. Leads the processes in the automated information system "Komek-112", sends them to the responsible operational services and controls their timely and high-quality execution.
Also, from the IV quarter of 2022, through the line "112 - Unified Duty Dispatch Service", 102 began to receive calls, messages from the districts.
At the end of 2022, the Unified Duty Dispatch Service-112 received 152,154 requests.
Of these: on extinguishing fires (101) - 1850 appeals, on law enforcement issues (102) - 136434 appeals, including in Kyzylorda city - 136186 appeals, in Syrdarya district - 116 appeals, Zhalagash district - 132 appeals. On the line of emergency situations (112) - 692 appeals.
"Unified contact center - 109".
Since 2020, the "Single Contact Center - 109" (hereinafter - "EKC-109") has been operating in Kyzylorda city, which accepts appeals from residents and guests of the city on all communal issues using a single number "109".
In total, according to the results of 2022, 109,061 calls were received. Including:

Regional IT park
Currently, IT-Park works together with 8 residents: GRAND master Programming School LLP, Qod Design, ART Software, Global-A LLP, TT Games Studio, DeSab Studio, iQala", LLP "Kyzylorda Business Hub".
Since February 2022, free programming courses (3D modeling, computer graphics, web design, graphic design) have been held by residents of the center LLP “School of Programming “GRAND master”, “Qod Design”, “ART Software”, “TT Games” for schoolchildren aged 10-17. The number of students who have completed all courses is about 280.
Also in 2022, IT-Ragka trained practical classes with educational institutions of higher and secondary specialized education in Kyzylorda city, covering about 200 students of the dual education system.
By the Day of the Republic on October 23, 2022, with the support of the akim of Kyzylorda region, a contest of ideas "Smart City Kyzylorda Hackathon" was held. The competition, which was held for the fourth time, was attended by 270 participants and about 100 projects.
From December 17 to 18 this year, with the support of the akim of Kyzylorda region, a festival of innovative ideas "Inno.Fest" Qyzylorda was held. About 1700 participants took part in the competition, about 200 teams defended their projects in 3 areas. Successful speakers were invited to participate in the sections "SmartCity", "Content & Media", "Film & Video", who held master classes with young people and jointly discussed ideas.
In addition, the GRAND master programming school from Kyzylorda region (IT park resident) participates in the Tech Orda program aimed at developing human capital in the IT field, organized by the Astana Hub International Technopark of IT Startups. To date, 60 people are studying in 5 areas (3D game development, Python developer, WEB developer, C ++ developer, Java developer). The project will run until May 2023.
