State language policy
For the implementation of the state language policy in 2023, KZT 126 million were allocated from the regional budget (for the language training center – KZT 107 million, for projects – KZT 19 million).
In order to implement the language policy, through the Language Training Center of Kyzylorda region, training courses in the state, Russian and English languages are organized for employees of government agencies, enterprises, organizations of the city and districts of Kyzylorda, as well as individuals.
In total, in III quarter, 309 people completed training courses through the Language Center, including 118 state languages, 81 Russian languages, 110 English languages.
Based on the results of the monitoring of the language situation, the share of the state language in the outgoing document flow of local executive bodies amounted to 99.7%.
From July 19 to 21, work was carried out to study the implementation of the requirements of the legislation on languages when conducting office work in the department of the Committee of Labor and Social Protection in Kyzylorda region, the Department of State Revenue in Kyzylorda region, the Department of the Committee of Medical and Pharmaceutical Control in Kyzylorda region, the Department of Ecology in Kyzylorda region .
On July 20, a seminar “Issues of expanding the scope of application of the state language” was held among employees of the “Government for Business” institution, which provides entrepreneurs with 83 types of services. During the seminar, a video was shown on the topic “Visual information and the law”, changes to the Law “On Languages” and the requirements of the Law were explained.
On August 10 – on Abai Day, in order to popularize the creative heritage of the great poet, the ideological education (or formation of ideological consciousness) of the younger generation, a challenge was organized on the topic “Olen - the creation of paths.”
On August 20-21, work was carried out to analyze the status of the use of the state language by a number of notaries in Kyzylorda, in particular “Makzhanova Aigul Kuanyshbekovna”, “Tazhiev Aibek Ivanovich”, “Childebaeva Aknur Zhanatovna”, “Berdalieva Mira”, “Bimurzaev Abdulla”, “Smailova Gulnur Meirkhanovna”, “Syzdykova Aizat Pirzhanovna”. During the study, methodological assistance was provided in filling out forms of power of attorney, contract, etc. in the state language, explanations are given.
On August 29, on the topic “Syrly sukhbat”, an interview was conducted with A. Abasilov, associate professor of the Korkyt Ata Kyzylorda University, about the norms of the state language within the framework of the Constitution.
As part of the project “Implementation of state language policy in the region”, on August 9, a regional competition “Memlekettik til - Tauelsizdik symboly” was held among representatives of ethnic groups who speak the state language. During the competition, participants demonstrated their language skills, knowledge of proverbs and sayings, reasoning skills on a given topic, and answered questions posed. According to the results of the competition, the first place was taken by the head of the “Mamile” club at the regional Assembly E. Pak.
In order to increase the content of the Kazakh language and expand the scope of its application, on August 16, the regional competition “Memlekettik til zhane BAK” was held. As a result of the competition, a letter of gratitude from the office of the regional akim and memorable gifts were awarded to the deputy chief editor of the Shieli regional newspaper “Asken Onir” G. Duysebaeva in the nomination “Best Article” and the correspondent of the Syrdarya regional newspaper “Omir Tynysy” A. Muhanbetkali in the nomination “Best Article of the Site” "
In order to intensify and improve work in the field of onomastics on renaming settlements and components of administrative-territorial units with historical names, a regional seminar was held on the topic “Issues of onomastics.”
From September 1 to 5, a week of open lessons “Til – tatulyk tiregi” was organized among students of state, Russian and English language courses.
On September 4, as part of the celebration of the Day of Languages of the People of Kazakhstan, a blitz survey on the topic “Til times” was conducted among residents of the region.
September 5 – in honor of the Day of Languages of the People of Kazakhstan, the regional festival “Til – Tatulyk Tiregi” was held.
During the festival, letters of gratitude from the Minister of Science and Higher Education of the Republic of Kazakhstan, the Committee on Language Policy, a Certificate of Honor of the region, letters of gratitude from the region akim, the head of the regional akim’s office were awarded to a number of regional linguists and industry specialists, as well as teams from various industries for their work and achievements in areas of language development.
On September 7, in honor of the birthday of Akhmet Baitursynov, an information hour was organized in military unit 5547 of the National Guard of the Republic of Kazakhstan on the topic “Ult Ustazyn Ulyktau - Urpakka Amanat”
On September 7-8, in Kyzylorda, raids were carried out on route buses No. 1, 2, 11, 17, 22, 28, which carry out intracity passenger transportation and belong to the limited liability partnership “Kyzylorda Bus Park”. During the raid, special attention was paid to the pronunciation of stops with names approved in the state language, broadcasting national songs, writing internal visual information of public transport in accordance with the requirements of the Law “On Languages”.
September 13 with the participation of the president of the public association “International Society “Kazak Tili”” R. Kenzhekhanuly, deputy akims of the city of Kyzylorda and districts, representatives of the intelligentsia, patriots of the Kazakh language, heads of regional departments and departments, higher and secondary specialized educational institutions, chairmen of regional, district branches of the society “Kazakh Tili” held a round table meeting on the topic “Issues of the state language”.
On September 13, in order to exchange experiences and opinions, a regional seminar was held on the topic “Memlekettik til – memlekettik kyzmette” with the participation of specialists responsible for the functioning of the state language in departments, state and budgetary institutions and bank branches.
From September 27 to 28, work was carried out to study the conduct of office work in the institutions of the Kyzylorda Thermal Power Center, KEDC (Kyzylorda Electricity Distribution Company), in the provision of services in the state language.
On September 28, at the republican seminar “Akhmet Baitursynov’s contribution to language teaching methods,” teacher of the Language Teaching Center of the Kyzylorda region, main prize-winner of the republican competition “Best Teacher - 2023” G. Duzenova conducted an open lesson on the topic “Teaching the Kazakh language by watching films.”
In the August issue of the TV program “Tiltanym” of the regional TV channel “Qyzylorda”, in order to promote the choice of schools with the Kazakh language of instruction, kindergartens in the Kazakh language, veterans of the field of education and linguists participated, and in the September issue the participation of the president of the public association “International Society “Kazakh Tili”” was organized. on issues of the state language R. Kenzhekhanuly.
During the reporting period, in accordance with the regional action plan to ensure compliance with the requirements of the Law “On Languages in the Republic of Kazakhstan,” outreach work regarding the presentation of visual information at the facilities was carried out in Kyzylorda city and districts at 734 business facilities. Recommendations were given to 89 facilities where deficiencies were identified based on the results of this work to bring visual information into compliance with the requirements of the Law.
