Civil budget for 2020
According to the budget program 001 "services for the implementation of state policy at the local level in the field of architectural and construction control" to the Department of State Architectural and construction control of the Kyzylorda region for the fiscal year 2020
015 82 547.3 thousand tenge was allocated at the expense of local funds, 82 546.7 thousand tenge was disbursed, that is, 100% fulfilled.
The Department of the State Architectural and Construction Control of the Kyzylorda region (hereinafter referred to as the Department), in order to implement the main functional responsibilities assigned to it, carried out a number of productive works in 2020.
The department received 512 notifications about the start of construction and installation works for facilities being built at the expense of the state budget and private investments. Of these, 223 (43.5%) are located in Kyzylorda, 289 (56.5%) districts.
Of these, 228 (128 new) at the expense of budgetary funds, 284-at their own expense.
Control over the quality of construction works has been strengthened at the facilities, 97 unscheduled inspections have been organized on the appeals of individuals and legal entities in general, 24 instructions have been issued to eliminate the identified defects and shortcomings.
The plan of the inspected business entities of a preventive nature with visits to construction sites for the current year includes 85 business entities.
According to the approved plans , they are covered by inspections
56 construction projects, according to the results of which 53 prescriptions were made for the identified violations, of which the execution was ensured in full.
Based on the results of inspections conducted in the reporting period, persons who violated the requirements of legislation in the field of architectural and construction activities were initiated
172 administrative cases, fines in the amount of 49 million 622 thousand tenge were imposed on the perpetrators.
Of the administrative fines imposed, 43 million 422 thousand tenge has been collected to the budget, the remaining 6 million 200 thousand tenge is at the recovery stage.
At the same time, the Republican rating Department took the 4th place in relation to the amount of the administrative fine imposed, the 3rd place in the collection of fines.
At the same time, to the 1st position in the rating of bringing to administrative responsibility design institutions that carried out design work in violation of the requirements of the legislation of the Republic of Kazakhstan and state standards in the field of architectural, urban planning and construction activities.
Also, the practice of strict penalties is carried out until the license is revoked for design organizations that have violated the requirements of legislation in the field of construction.
In particular, this year, on the basis of the adopted judicial acts on administrative cases initiated by the department, 1 project company was deprived of its license
("KB Munaygazengineering LLP") suspension of the license.
In addition, the validity of the expert certificate was suspended for a period of 6 months with the imposition of an administrative fine on 1 expert of technical supervision (Abdikarimov E.), who allowed poor-quality performance of construction and installation works at facilities under construction with state funds.
The Department has developed the project "Halyq Monitoring" within the framework of the "Digital Kazakhstan" program together with the KSU "Information Technology Center", within which the website was launched.
The site contains information about objects under construction with budgetary funds, the timing of the start and end of construction and installation works, customers, contractors, organizations carrying out author's and technical supervision, allocated budgetary funds, etc.
The goal of the Halyq Monitoring project is to ensure accessibility and transparency of the population to it by posting on a special website all information about objects under construction by state order, creating conditions for timely elimination of violations by establishing feedback with the population on the quality of construction.
Currently, 35 facilities have been commissioned on the site, which are being built at the expense of public funds. In order to increase the volume and increase the pace of work in this direction, it is planned to introduce new construction projects on the site based on the results of public procurement procedures conducted in 2021.
In addition, the Department, within the framework of the "Smart city" concept of the state program "Digital Kazakhstan", has developed the "TexStroi-Smart" project in order to submit a report on the status and progress of the construction of the facility in electronic format on a monthly basis by persons exercising technical supervision.
As a result of the launch of the project, more than 100 technical supervision experts were registered on the Techstroi-Smart electronic platform, which made it possible to submit monthly reports on the status and progress of the construction of the facility through this electronic platform.
In connection with the rejection of the commercial offer of Smart Systems A.E. LLP on its procurement, which is the author of the project, together with the KSU "Information Technology Center", the electronic platform "E-Stroi" was developed.
However, the Committee for Construction and Housing and Communal Services has launched a single platform
"E-qurylys", which operates at the republican level, and currently technical supervision experts provide it with a monthly report. To date, work has been carried out on 1145 documents.
During the year, the Department provided 1,169 services to the population for 5 types of public services, 500 of them for certification for expert activity, 669 for licensing.
In 2020, 82 million 547 thousand tenge was allocated for the financing of the department, it was spent for its intended purpose, the development of budget funds was 100% completed.
