Department of State architectural and construction inspection
Rules
General provisions
The Department of State architectural and construction inspection (hereinafter referred to as the department) is a structural division of the municipal state institution "Department of State architectural and construction control of Kyzylorda region" (hereinafter referred to as the Department).
In its activities, the department is guided by the Constitution of the Republic of Kazakhstan, laws of the Republic of Kazakhstan, acts of the president of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan and other normative legal acts, as well as this regulation.
The structure and staffing of the Department of State architectural and construction inspection is approved by the head of the department in accordance with the procedure established by the legislation of the Republic of Kazakhstan.

main responsibilities, functions and rights
Tasks and functions of the Department:
1) conducting state architectural and construction Control and supervision of objects under construction in the territory of Kyzylorda region;
2) compliance with the norms of the anti-corruption legislation of the Republic of Kazakhstan;
3) ensuring the performance of the main functions and tasks established by the management regulations;
4) Exercise other powers in accordance with the legislation of the Republic of Kazakhstan and the regulations of the Department;
5) interaction with Central and local executive bodies on issues of architectural, urban planning and construction activities;
6) carries out state architectural and construction control over the quality of construction of objects, compliance with state and interstate standards in force on the territory of construction objects under construction;
7) implementation of control and supervision over the execution of design and Survey, expert, construction and installation works by individuals and legal entities;
8) implementation of control and supervision over the activities of technical supervision of customers, author's supervision of project developers and supervision of contractors to ensure the quality of construction and installation works at facilities;
9) taking appropriate measures to violators of normative legal acts and state regulatory requirements in the field of architectural and construction activities in accordance with the procedure established by the legislation of the Republic of Kazakhstan;
10) in case of detection of violations of state standards and (or) deviations from approved projects (design decisions), the state architectural and construction Inspectorate shall issue an order to eliminate the violations committed by the customer (developer) and (or) the construction and installation organization (enterprise) of the contractor within the established time frame;
11) sends proposals to the head of the department to make a decision on applying the measures provided for to violators of the established state regulatory requirements, conditions and restrictions in the field of architectural, urban planning and construction activities;
12) monitoring of objects under construction and monitoring of compliance with the standards of construction and repair works at objects and complexes under construction (reconstruction, expansion, modernization, major repair) ;
13) monitors compliance with the requirements for safe operation of gas consumption systems and gas equipment of domestic and municipal consumers;
14) monitors compliance with the requirements for the safe operation of household cylinders and gas supply system facilities;
15) monitors the safe operation of hazardous technical devices, lifting mechanisms, escalators, suspension tracks, funiculars, elevators operating at a pressure of more than 0.07 megapascals or at a boiling point of water exceeding 115 degrees Celsius at housing and communal services facilities;
16) register and de-register hazardous technical devices of Housing and communal services facilities;
17) monitors the preparation and implementation of repair and restoration works on boilers, heating networks and their operation in the autumn-winter period;
18) performing other functions stipulated by the legislation of the Republic of Kazakhstan.
The department has the right to::
1) cooperate with other structural divisions of the regional akimat to ensure prompt decision-making on issues of production activities falling within the competence of the Department;
2) request and receive from other state bodies and officials information, documents and materials necessary for resolving issues falling within the competence of the Department;
3) make proposals on all issues of the Department's activities;
4) request and receive information from subjects of the architectural, urban planning and construction industry about objects and complexes under construction (reconstruction, expansion, major repairs) ;
5) receive, request from customers for review the necessary design and executive documentation on the specified construction, as well as expert opinions of the relevant projects;
6) unhindered access to objects and complexes under construction (reconstruction, expansion, modernization, major repairs) and conduct operational inspections of construction and installation works carried out there;
7) when carrying out other forms of control and supervision, visit objects;
8) request and receive the necessary information and materials from departments of the department and other institutions in accordance with the established procedure;
9) the head of the department distributes duties to employees of the department in accordance with their job descriptions, monitors their timely execution of their duties and instructions of the management of the Department;
10) exercise other rights stipulated by the legislation of the Republic of Kazakhstan.
Organization of activities of the Department of State architectural and construction inspection
1) the Department of State architectural and construction inspection has the powers necessary for the implementation of its main tasks and functions in accordance with legislative acts of the Republic of Kazakhstan, acts of the president of the Republic of Kazakhstan, other normative legal acts of the Republic of Kazakhstan.
2) the Department of the state architectural and construction inspection is headed by the head of the department, who is appointed and dismissed by the head of the department in accordance with the procedure established by the legislation of the Republic of Kazakhstan.
3) the head of the Department of the state architectural and construction inspection exercises general management of the Department's activities and is personally responsible for the performance of the tasks assigned to the department and the performance of its functions.
4) the head of the Department of the state architectural and construction inspection submits proposals to the head of the Department on the structure and staffing of the Department.
5) incoming and outgoing documents on issues falling within the competence of the Department of State architectural and construction inspection are approved by the head of the Department.
