Rules
General provisions
The Department of Quality Monitoring of Construction and Installation Works (hereinafter referred to as the Department) is a state institution of the Kyzylorda region
Department of Architectural and Construction Control" (hereinafter referred to as the Department).
The Department is guided in its activities by the Constitution of the Republic of Kazakhstan, laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan, other
regulatory legal acts, as well as this Regulation.
The structure and staffing of the quality monitoring department of construction and installation works are approved by the head of the department in accordance with the procedure established by the legislation of the Republic of Kazakhstan.
The main tasks, functions and rights of the quality monitoring department of construction and installation works
Tasks and functions of the department:
1) summary of the report on the status and progress of the construction of the facility from technical supervision on a monthly basis in accordance with the Law of the Republic of Kazakhstan "On Architectural, urban planning and construction activities in the Republic of Kazakhstan" ;
2) analysis of consolidated financial statements;
3) to request from persons carrying out technical and author supervision, for familiarization, the necessary design and executive technical documentation for construction projects, as well as expert opinion of relevant projects in order to verify the reliability of consolidated reports;
4) involvement of independent laboratories to conduct laboratory tests of structures under construction and applied building materials for compliance with the requirements of the approved project and state (interstate) standards;
5) inspection of construction facilities in accordance with the procedure established by law;
6) take measures established by law in relation to legal entities, individuals and officials who have committed violations in the field of architecture, urban planning and construction, which cannot be eliminated;
7) control over the activities of technical and copyright supervision;
8) analysis and accounting of issued coupons for receiving notifications, signed acts of disagreement, received notifications about the start of construction and installation works;
9) monitoring of facilities under construction and monitoring compliance with the standards of construction and repair work at facilities and complexes under construction (reconstruction, expansion, modernization, overhaul) ;
10) control over the organization by the customer (owner) of technical and author supervision during the construction of facilities;
11) effective use of information technologies and electronic document management systems in daily work;
12) ensuring the correctness of the documents of the nomenclature of the department's affairs, their execution;
13) full implementation of electronic document management and application of information technologies in the department;
14) ensuring consideration in accordance with the law and timely provision of responses to the appeals of individuals and legal entities received by the department;
15) ensures compliance with labor discipline in the department, compliance with the Law of the Republic of Kazakhstan "On Civil Service of the Republic of Kazakhstan" and
ensuring compliance with the requirements provided for by the "Code of Ethics of Civil Servants" approved by the Decree of the President of the Republic of Kazakhstan;
16) development of information and analytical, reference materials related to the field of work of the department, participation in the development of regulatory legal acts and other documents related to the competence of the Department;
17) ensuring compliance with the requirements of the Law of the Republic of Kazakhstan "On Languages" in the department;
18) organization of timely execution of control documents received by the department;
19) participation in the development of draft orders and resolutions of the akimat concerning the management department;
20) to communicate and work with local executive bodies, institutions, enterprises, public and other organizations on issues within the competence of the department.
The Department has the right to:
1) request and receive the necessary information and materials from management departments and other institutions in accordance with the approved procedure;
2) in agreement with the management to develop and put into practice internal reports and information materials of various forms of management activities, improving its information and analytical work;
3) ensure timely execution of their duties and instructions of the management of the department in accordance with job descriptions;
4) exercise other rights provided for by the legislation of the Republic of Kazakhstan.
Organization of activities of the quality monitoring department of construction and installation works
The Quality Monitoring Department of construction and Installation works has the powers necessary for the implementation of its main tasks and functions, in accordance with the legislative acts of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan, other regulatory legal acts of the Republic of Kazakhstan.
The Department of quality monitoring of construction and installation works is headed by the head of the department, appointed and dismissed by the head of the department in accordance with the procedure established by the legislation of the Republic of Kazakhstan.
The head of the quality monitoring department of construction and installation works carries out the general management of the department's activities and is personally responsible for the fulfillment of the tasks assigned to the department and the implementation of its functions.
The head of the Quality monitoring department of construction and installation works submits proposals on the structure and staffing of the department to the head of the department.
The head of the quality monitoring department of construction and installation works approves incoming and outgoing documentation on issues within the competence of the department.
