Social assistance comes from socially vulnerable segments of the population studying full-time at higher educational institutions in specialties in demand in the region:
- orphans,
- children with disabilities,
- children left without parental care,
- pupils of orphanages and children's villages,
- children receiving state social benefits in case of loss of breadwinner,
- children whose both parents are old-age pensioners or one of whom is a person with a disability,
- four or more minor children living together, including full-time students in organizations of secondary, technical and vocational, post-secondary, higher and (or) postgraduate education after they reach adulthood until the time of graduation from educational organizations (but before reaching the age of twenty-three); children from single-parent families raising large families, children with disabilities, having children, if the average per capita family income does not exceed three times the subsistence minimum established by the Law of the Republic of Kazakhstan On the Republican budget for the relevant financial year;
if the average per capita income of a family for children from low-income families does not exceed the subsistence minimum established by the Law of the Republic of Kazakhstan On the Republican Budget for the relevant financial year, in order to receive full-time education in the specialties necessary for the region, it is necessary
