The “Online Budget Monitoring” module has detected over a thousand high-risk payments made by municipal institutions in Almaty. This was announced at an extended meeting attended by program administrators and law enforcement agencies.
The event was organized by the Internal State Audit Department of Almaty City. Participants included the head of the Prevention Department of the Anti-Corruption Agency for Almaty, a senior prosecutor from the General Supervision Department of the Almaty City Prosecutor's Office, as well as deputy heads of budget program administrators, directors, and chief accountants of general education schools, gymnasiums, and lyceums, which ensured a comprehensive discussion on the efficiency of budget execution and adherence to financial discipline principles.
According to the Internal State Audit Department of Almaty, 998 high-risk payments were identified in the education sector, totaling 660.1 million tenge. Control measures revealed misuse of budget funds in the amount of 76.4 million tenge (11.6% of the audited volume). Procedures are currently underway to return the misused funds to the state budget. Of this amount, 16.8 million tenge have already been voluntarily returned by the institutions.
For example, in response to issued notifications, the Specialized Gymnasium No. 12 named after Shokan Ualikhanov returned 17.5 million tenge to the budget.
Following the audit, General Education School No. 69 provided receipts for the return of funds related to violations totaling 35.1 million tenge. However, due to the questionable nature of the submitted documents and potential signs of falsification, the materials were forwarded to the Economic Investigation Department of Almaty for further review and legal evaluation.
As part of the directive measures taken based on the monitoring results, the Education Department of Almaty dismissed the director and chief accountant of Specialized Gymnasium No. 12, and issued a strict reprimand to the director of General Education School No. 69 for the violations and improper fulfillment of official duties.
Using the “Online Budget Monitoring” module, violations were also found in the culture sector: 5 notifications were sent regarding 135 accounts with risk status totaling 113.3 million tenge. Analysis revealed misuse of funds amounting to 2.2 million tenge (1.94% of the total amount), which has since been fully reimbursed to the budget.
In the healthcare sector, 87 accounts were flagged as high risk, totaling 88.7 million tenge. Four notifications were sent to responsible units. Upon review of supporting documents, all transactions were confirmed to be legitimate, and the accounts were removed from the risk category.
In the sports sector, 75 accounts were marked with risk status, amounting to 75.9 million tenge. Two notifications were sent, and based on the submitted materials, the legality of the transactions was confirmed, and these accounts were also removed from the risk list.
The Internal State Audit Department of Almaty City plans to continue its systematic and consistent work aimed at strengthening preventive control, improving risk management systems, and enhancing effective mechanisms for internal financial oversight.
