The Treasury fund is the People’s wealth: The daily work of Internal Audit Services

The question of where and how every tenge from the state budget is spent is always at the center of public attention. The Committee of Internal State Audit presented the Government of the Republic of Kazakhstan with a report on the results of the Internal Audit Services' work for 2025. This document is not just a dry statistical compilation, but a real reflection of financial discipline in the country.

The volume of funds scrutinized by the Internal Audit Services (IAS) in 2025 is impressive: state assets with a total value of 4 trillion tenge underwent inspection. In total, IAS specialists organized 555 audit events, during which financial violations amounting to 26 billion tenge were identified. These figures confirm that internal control is becoming a powerful barrier against the misuse of budgetary funds.

The recovery of funds remains a priority; to date, the Internal Audit Services have returned 1.5 billion tenge to state ownership. Measures have been taken to restore works and services and reflect them in accounting records to the amount of 21 billion tenge.

For those who neglect financial discipline, the law has prepared a harsh response. The results of the Internal Audit Services' work confirm: the times when one could get away with a simple warning are in the past: 48 cases have been transferred to law enforcement agencies. This means that some violations could lead to real criminal cases.

287 officials were forced to pay administrative fines from their own pockets, totaling 78 million tenge. Another 733 officials were subjected to disciplinary action.

The Committee not only audits other departments but also subjects the work of the Internal Audit Services themselves to control. Out of 378 reviewed cases, only 16 (just 4%) fully comply with standards. The majority of documents were accepted with remarks.

Preventing the inefficient expenditure of state funds is the main task. This is precisely why the Committee intends to strengthen methodological assistance and focus on improving the qualifications of the auditors themselves. After all, the budget is the common property of the people, and internal audit is the guardian of this treasury. The results of 2025 show that control mechanisms are working; however, improving their quality and strengthening accountability is a demand of the times and the key mission of state audit.
