The implementation of new approaches by the Internal State Audit Committee of the Ministry of Finance in 2025 made it possible to move from quantitative audit to targeted work with risks and preventive detection of violations.
At the end of the year, the Committee carried out 1,359 audit activities,
which is 22% less than in 2024.
Despite the reduction in the number of inspections, the total volume of identified financial violations increased by 36% and amounted to
462.4 billion tenge.
Thus, the effectiveness of one check increased by more than a third.
At the same time, 418.4 billion tenge was restored and reimbursed to the budget. More than 11 thousand administrative cases were initiated with the recovery of order
1.2 billion tenge in budget revenue.
Audit materials in the amount of 25.7 billion tenge were transferred to law enforcement agencies, for which 61 criminal cases were initiated.
In 2025, the state audit was aimed at strengthening preventive measures, and control in the real sector of the economy was strengthened
on capital-intensive and socially significant areas.
Thus, within the framework of remote monitoring, 1.5 trillion tenge of violations at the implementation stage were suppressed, including overstatement of budget requests at the planning stage, fraudulent schemes for the withdrawal of budget funds under the guise of wages and distortion of accounting before reporting.
It is important to note that the identified risks of violations were eliminated by the monitoring objects independently and voluntarily after receiving notifications, which minimized the use of "policy" response measures.
It is worth noting that a significant part of the violations was identified
without going to the facilities, based on the analysis of data from state information systems, which made it possible to minimize contact with the auditees and increase the objectivity of audit decisions and conclusions.
Thus, the internal state audit has become more accurate, technological and focused on protecting the public interest
и целевое использование бюджетных средств.
