State audit in Kazakhstan is entering a phase of large-scale digital transformation. In the near future, the Committee for Internal State Audit (CISA) of the Ministry of Finance of the Republic of Kazakhstan will begin implementing new digital tools for desk-based (caméral) control based on big data analytics and machine learning technologies. This will allow for the automation of reporting audits, enhance the accuracy and efficiency of control activities, and reduce the risks of human error and abuse.
Another important innovation is the full digitalization of notification procedures for budget monitoring and preventive control. This new feature will streamline communication between government agencies and subordinate organizations, reduce time costs, and increase the transparency of budget fund management.
To foster a comprehensive professional environment, two specialized digital projects are currently being developed:
"Unified Auditor’s Dashboard" – a digital command center for CISA and its regional departments, integrating all business processes into a single window to improve efficiency and user experience when working with information systems.
"Auditor Qalqany AI" – an intelligent system for remote training and certification of auditors. This platform will ensure continuous professional development and strengthen human resource capacity in the field of public audit.
These initiatives are part of the Digitalization Roadmap for the activities of the Committee for Internal State Audit, approved by Minister of Finance Madi Takiyev. The document includes 30 initiatives aimed at strengthening analytical capacity and advancing digital audit tools.
“To ensure the success of this digital transformation, the Committee has already conducted working sessions with JSC ‘Center for Electronic Finance’. This helped us establish coordination with IT system developers at the Ministry of Finance and align our goals with the capabilities of the digital infrastructure,”
said Muratzhan Orazbay, Deputy Chairman of CISA.
The adopted Roadmap will serve as the foundation for building a digital ecosystem of state audit, enabling real-time risk detection and proactive prevention of violations.
