Fictitious payments and illegal bonuses: state audit reveals abuses in medical institution

As a result of an audit conducted by the Internal State Audit Department of Zhambyl Region, serious financial violations were uncovered in the operations of the State Municipal Enterprise “City Multidisciplinary Hospital and Consultative-Diagnostic Center.” The total damage to the state amounted to 1.4 billion tenge.

The audit revealed numerous instances of abuse and misappropriation of budgetary funds.

According to the auditors, over an extended period, the hospital's management and administrative staff received inflated incentive payments, vacation allowances, and wellness benefits. Unjustified payments under this category alone totaled 170.8 million tenge. An additional 67.4 million tenge was paid as bonuses and allowances calculated with increased coefficients not provided for in regulatory documents.

The situation surrounding performance bonuses was equally concerning. The audit revealed that bonuses totaling 414.2 million tenge were awarded despite the absence of salary fund savings and the presence of outstanding debts, in direct violation of established procedures. Furthermore, 11.3 million tenge in differentiated payments were not properly substantiated, and 3.7 million tenge was paid as wages for time not actually worked.

The most significant and high-profile violation involved unjustified transfers to LLP "Qairat SK-Qurylys." A total of 758.1 million tenge was transferred based on fraudulent documentation, without any actual delivery of goods or provision of services. This scheme is indicative of deliberate embezzlement of public funds.

Following the audit, the case materials were submitted to court. As a result of the trial, guilty verdicts were issued, with those responsible sentenced to 9 and 6 years of imprisonment and confiscation of property. Additionally, the court ruled to recover 700 million tenge in unlawfully obtained income in favor of the enterprise.
