Auditors from the Department of Internal State Audit of the Zhetysu Region identified serious violations in the operations of the state institution "Department of Internal Policy, Culture, Language Development, and Sports of the Eskeldinsky District. " The total amount of financial and procedural violations amounted to 417.2 million tenge.
Of this amount, 341.8 million tenge were unjustified payments. The funds were paid for allegedly completed works that were not actually carried out. Specifically, there is no outdoor lighting, finishing works remain incomplete, and the diesel generator that was paid for was never delivered.
The remaining 75.4 million tenge are related to procedural violations: contract deadlines were not met, and the customer took no action to hold the supplier accountable. In particular, the customer refused to file a lawsuit to recognize the supplier as an unscrupulous participant in public procurement.
Following the audit results, the institution was issued a directive to address the identified shortcomings. The materials are currently under review by law enforcement agencies.
