Formation of constitutional review system in Kazakhstan was discussed

On December 19, 2022, Member of the Constitutional Council Alibek Temerbekov and Advisor to the Chairman of the Constitutional Council Balgul Raisova participated in the International Scientific and Practical Conference entitled “Introduction of the Constitutional Court in Kazakhstan is an Important Step in Building a Just and Legal State”.

The event was organized by the Academy of Advocacy.

Within the framework of the conference, Alibek Temerbekov addressed the participants with a welcoming speech.

Balgul Raisova made a presentation on the topic: “The Constitutional Complaint as a Tool for Protecting the Rights of Citizens in Kazakhstan.” In her speech, the speaker noted that in cases of violation of constitutional human rights by the provisions of normative legal acts or acts in general, the direct participation of citizens in constitutional proceedings allows expanding the human rights potential of the Basic Law, using its direct effect most effectively, and strengthening the legal culture of Kazakhstan’s people. In addition, the speaker noted the special role of the institution of the bar, whose mission is to assist citizens and legal entities in protecting their rights and legitimate interests, as a participant in constitutional proceedings in the light of the transformation of domestic constitutional review.

The event was attended by deputies of the Parliament, representatives of state bodies, international organizations, civil society institutions, as well as foreign constitutional review bodies.
