On April 24, 2020 the international scientific-practical online-conference on: "The presidential form of government: constitutional framework and political practice", devoted to 30th anniversary of the Institute of presidency in Kazakhstan was held.
The conference was attended by heads of state structures of Kazakhstan, representatives of authoritative international organizations, constitutional control bodies of foreign countries, as well as outstanding public figures and scientists.
In his greeting speech, the Chairman of the Constitutional Council K. Mami noted that exactly thirty years ago, on April 24, 1990, the Institute of the Kazakhstan presidency was established and N. A. Nazarbayev was elected President of the country. In that historical period, all the threads of real governance in the Republic were concentrated in the Supreme Council and the Council of Ministers. This approach did not contribute to progress, but rather slowed them down. Therefore, the course was taken to centralize the executive and administrative power under the authority of the President of the Republic.
As the speaker noted, the acting Constitution grants the Head of state with the necessary authority to provide political guidance and coordinate the implementation of the spirit and provisions of the Basic Law. The state management mechanism has become efficient and stable. The very image of the presidential form of government is changing in accordance with modern trends, and the independence and responsibility of the Parliament and the Government are steadily strengthening.
The presidential form of government defined by the Constitution will ensure the stability of the state, high-quality performance of its functions, as well as the improvement of activities to ensure the rule of law, guarantee human rights and freedoms for a long time, the Chairman of the Constitutional Council concluded.
According to the program the President of the Constitutional Court of Azerbaijan Republic Farkhad Abdullayev and Chairman of the Constitutional Chamber of the Supreme Court of the Kyrgyz Republic Karybek Duisheev addressed the participants with welcome words.
Member of the Constitutional Council V. Malinovsky delivered a report on "The presidential form of government in Kazakhstan: the strength of the state, the unity of the Nation and the rule of law".
