Prospects for further improvement of legislation in the field of criminal justice were discussed in Astana

On May 23, 2025 in Astana an international scientific-practical conference “10 years of the CC, CPC, CPC and CAO of the Republic of Kazakhstan: results, practice of application and prospects” was held.

The event was organized on the initiative of the Astana International University (AIU) with the participation of representatives of the Parliament, Constitutional and Supreme Courts, state bodies and scientific community.

The participants discussed the prospects for further improvement of the national legislation taking into account the law enforcement practice.

Speaking with welcoming speech, the Chairman of the Constitutional Court Elvira Azimova emphasized the special importance of Article 77 of the Constitution of the Republic of Kazakhstan, which enshrines the principles of application of the law in the administration of justice, including the retroactive effect of the law not only for the court, but also for the legislator in the development of laws, taking into account the requirements of legal certainty and proportionality.

Azimova drew special attention to Article 78 of the Constitution, which enshrines the right of the court to suspend proceedings and appeal to the Constitutional Court if it finds infringement of constitutional rights and freedoms in a law or other normative legal act. She also emphasized the importance of interpreting the formula “Law and Order” as a combination of the force of law and respect for the individual.
