The draft decree of the Government of the Republic of Kazakhstan "On Amending the Decree of the Government of the Republic of Kazakhstan dated October 23, 2018 No. 669" On Certain Issues of Licensing Medical and Pharmaceutical Activities "was developed in connection with the adoption of the Code of the Republic of Kazakhstan dated July 7, 2020" On public health and the health care system ".
To date, licensing is carried out by local executive bodies of regions, the cities of Almaty, Shymkent, Nur-Sultan on the principle of one window - without access to the facility.
According to the Law of the Republic of Kazakhstan "On Permits and Notifications" during licensing - prior to the issuance of a license, licensors exercise permits control, in the manner determined by the Entrepreneurial Code of the Republic of Kazakhstan.
However, the LEB did not carry out permits control, that is, they did not objectively check the compliance of the information provided by the licensees with the actual activities.
In this regard, in order to prevent “unverified” licensees from entering the market, the licensing competence was transferred to the state body in the field of medical services (assistance) represented by the Committee for Quality Control and Safety of Goods and Services of the Ministry of Health of the Republic of Kazakhstan and its territorial divisions, which will conduct permitting control, and admit only verified licensees to patients.
This measure will ultimately improve the quality of medical services provided to the population of the Republic of Kazakhstan.
The implementation of the project will not require financial costs from the state budget.
The adoption of the project will not entail negative socio-economic and / or legal consequences.
The draft resolution has been published on the Internet portal of open regulatory legal acts for public discussion. https://www.gov.kz/memleket/entities/dsm/documents/details/64643?lang=ru
