The issue of a one-off social payment to health workers who have been involved in the fight against the pandemic remains a priority for the Ministry of Health.
Today we talked about this with the deputies of the Mazhilis at the Nur Otan faction.
12,830 health workers were infected with coronavirus and pneumonia in the country, 8,333 were considered by regional commissions, 5,626 applications were confirmed, and only 3,603 health workers received payments.
A low share of payments is observed in all regions. A lot of violations are allowed when making payments to doctors. For example, the regions did not enter 958 applications at all into the information base of the Ministry of Health, 567 were rejected by the information system of the Ministry of Health due to poor quality data entry by the regions.
The highest failure rate is recorded in the Atyrau region - 188, East Kazakhstan region - 151, Almaty - 97, Almaty - 52, and Kyzylorda - 37, Nur-Sultan - 22.
The most common reasons are that the diagnosis was not found in the electronic register of inpatients and incomplete documents. The situation is similar for refusals by the State Social Insurance Fund, which rejected 265 applications.
The same situation has developed with regard to payments in connection with the death of medical workers. The regional commissions considered 80 applications, approved 55, of which 12 were rejected at the level of the Ministry of Health and the Ministry of Labor due to poor data provision.
We analyzed and identified a number of significant problems that hinder the high-quality implementation of the instructions of the Head of State on the payment of compensation to our colleagues. The fact is that the peak of the incidence in the country fell on June-July, during this period 75% of health workers fell ill. But the limit of human resources did not allow us to conduct timely investigation of cases of infection. This is due to the late introduction of the necessary documents.
Due to the frequent revision of clinical protocols, and they were revised 13 times, there were no unified approaches to coding the incidence of viral probable cases of coronavirus infection (PCR-). As well as the complexity of determining the source of infection during epidemiological investigations due to the lack of SES specialists and poor-quality submission of applications to the information systems, including incorrect passport data, IIN and bank accounts.
To solve these problems, the Ministry of Health created a working group that dealt with the solution of all of the above problems online, together with the State Fiscal Service, a meeting was held to analyze typical errors, and we also once again explained the coding of diseases.
All this made it possible to halve the number of rejected applications at the SIFS level.
