On December 26, 2019, a regular meeting of the Audit Commission was held.

At the meeting of the Audit Commission, the results of the expert and analytical event and the state audit of debt management of local executive bodies were summed up.

During the meeting, it was noted that loans from the republican budget and bonded loans contributed to solving the socio-economic problems of the region for the reconstruction and construction of heat, water supply and sewerage systems, housing construction, the development of entrepreneurship in rural areas and in single-industry towns, the implementation of measures of social support for specialists.

The volume of debt and the level of debt burden of the local budget in 2018-2019, despite the upward trend, do not exceed the limits established by the current legislation of the Republic of Kazakhstan.

At the same time, weak interdepartmental interaction of district (city) administrators of budget programs with borrowers and authorized bodies for planning and budget execution, improper responsibility of administrators of budget programs for planning, conducting systemic monitoring and control of the use of credit funds create risks for the proper implementation of housing construction projects. reconstruction and modernization of heating networks, timely and complete fulfillment of credit obligations to the budget.
