Problems of preschool education in the Karaganda region
The main goal of the state program for the development of education and science of the Republic of Kazakhstan for 2016 - 2019 for local executive bodies in terms of preschool education is "Ensuring equal access to quality preschool education and training."
Preschool age is a sensitive period characterized by rapid changes in the child's cognitive abilities, physical, linguistic, social and emotional development. The positive experiences and foundations for successful development and learning laid down at an early age create a solid foundation for the future development of the child. This determines the socio-cultural significance of preschool education.
According to the report of the Department of Education for 2018, children from 3 to 6 years old in the Karaganda region in the amount of 55 956 children are fully provided with preschool education and training in updated content, coverage was 100% against the plan of 99.6%.
At the same time, according to the RSU "Department of Statistics of the Karaganda region" for 2018, the number of children aged 3 to 6 years in the region was 94,447 children. Accordingly, according to statistical data, in 2018, 40.8% of children from 3 to 6 years old (38,491 children) in the Karaganda region were not covered by preschool education.
The reason for the discrepancy in the number of children covered was not the perfection in the registration of preschool children, which is carried out by local education departments according to the statements of parents, whose children, whose parents, for various reasons, did not apply for a place in a preschool institution were not taken into account.
According to the results of the state audit of the effectiveness of the use of budgetary funds, certain shortcomings were identified:
the lack of kindergartens that have created conditions for the upbringing and education of children with special educational needs with the annual growth of the contingent of such children;
decrease in the proportion of teachers with higher and technical vocational education in the specialty "Preschool education and training";
sanitary and epidemiological requirements for preschool organizations are not fully observed;
the state of accounting and financial reporting remains not at the proper level, the facts of violations of accounting and financial reporting were established in 10 out of 23 kindergartens that were audited;
there is a formality of drawing up development plans and reports on their implementation
Of the total coverage of budgetary funds 6,137,814.1 thousand tenge, violations were found for a total of 215,234.2 thousand tenge or 3.5%, including financial violations in the amount of 204 588.7 thousand tenge.
For 13 objects of state audit, signs of the composition of administrative offenses were established, for 3 objects, signs of the composition of a criminal offense were established, materials on them were transferred to authorized and law enforcement agencies.
For the preschool education system, local executive bodies need to solve the problems of a shortage of personnel with a corresponding category, insufficient funding and material and technical support of preschool organizations, improving management and monitoring the development of preschool education and training.
