On the problems of sports development in the Karaganda region
The state policy in the field of physical culture and sports in the Republic of Kazakhstan is carried out on the basis of the principles of equality and accessibility of classes for all individuals, the priority of high-performance sports, which defends the honor of our country at international competitions.
Support for physical culture and sports by the state is carried out depending on the ranking of sports by priority, through financial, material and technical, staffing and ensuring the availability of sports facilities.
In the Karaganda region, from the allocated budgetary funds for financing physical culture and sports, the main amounts, contrary to the requirements for ranking sports by priority, are directed to the maintenance of professional clubs.
Thus, the main expenses of the total amount of 20,905,726.3 thousand tenge allocated for the period 2017-2019 and 6 months of 2020 were directed to financing professional clubs (Shakhtar Football Club, Saryarka Hockey Club, Karaganda Volleyball Club ) 82.3%, only 3,706,011.1 thousand tons (17.7%) were allocated to finance other sports that bring major sports achievements, and medals at international competitions.
In addition, in the List of priority sports in the Karaganda region, football and volleyball are not priority sports and according to the ranking in 2018 and 2019 are in the 3rd group "C", despite this, in 2019 compared to 2018 there is an increase in funding for professional clubs by 12.4%.
The analysis of expenses at Football Club Shakhtar JSC shows that out of the total funding amount of 7,539,055.0 thousand tenge, funds in the amount of 927,834.1 thousand tenge were ineffectively used, including: the staff was unreasonably increased by 24 units employees, payments of compensation for early termination of contracts with players, payment of legal costs and repayment of accounts payable of previous years.
As you know, in professional clubs the most highly paid specialists are foreign specialists working under contracts, for example, 15 foreign specialists work in the Shakhtar Football Club, and 40 in the Saryarka Hockey Club.
For grassroots and children's football categories, the availability of football is limited by its insufficient funding, out of 28,108 people playing football, only 2,595 or 9.2% go in for free. At the moment, the problem of the availability of football sports clubs for children wishing to practice this sport has not been resolved, due to the insufficient number of free football clubs.
Monitoring and registration of children and adolescents wishing to engage in other sports is not conducted, and it is not possible to determine the coverage of children, the need and availability of sports sections.
The Head of State in his Address to the people of Kazakhstan "Kazakhstan in a new reality: time for action" dated September 1, 2020, paid special attention to the issue of reorientation and redistribution of financial resources allocated to the maintenance of professional sports clubs, to the massive involvement of the population, primarily children and adolescents for physical education and sports.
Thus, in the Karaganda region there is a need to develop a comprehensive plan for the development of mass and children's sports, and there is also a need to ensure the availability of sports infrastructure for citizens, to resolve the issue with a shortage of personnel in this area and increase funding by reducing funds allocated for the maintenance of professional clubs.
The social effect of engaging more of the population in physical education and sports will undoubtedly be a healthy society, which will reduce health care costs.
