On December 24, 2020, a regular meeting of the Audit Commission was held.

At the meeting of the audit commission, the results of the expert and analytical event and the state audit of planning and use of budget funds allocated for the development and implementation of design and estimate documentation in the Karaganda region were summed up.

The analysis and results of this performance audit showed significant shortcomings and violations of the procedures of budgetary and other legislation in the planning and use of budgetary funds and state assets aimed at the development and implementation of design estimates, which ultimately influenced the receipt of the final result and socio-economic effect from completed projects in full.

Violations were committed due to non-compliance and ignorance of the requirements of regulatory and legal acts, lack of proper and constant control by the management, non-professional and ineffective project management, as well as the turnover of personnel, both managers and specialists.

The total amount of violations identified by the audit amounted to 13,507,326.0 thousand tenge or 28.1% of the amount of funds covered, including: financial violations - 9 695 126.0 thousand tenge (71.8%); ineffective planning and use of budget funds in the total amount - 3,812,200.0 thousand tenge. 88 violations of the procedure for performing procedures were revealed, as well as 33 other violations.

During the audit and before the meeting of the audit commission, 9,540,322.5 thousand tenge were restored, the balance to be restored - 21,146.8 thousand tenge, to be reimbursed - 133 656.7 thousand tenge.

Based on the results of the audit, for consideration of the administrative responsibility of officials, materials on 3 objects were transferred to the Department of Internal State Audit in the Karaganda region, for 2 objects to the Department of State Architectural and Construction Control of the Karaganda region; to initiate pre-trial proceedings against officials of the State Institution "Department of Construction, Architecture and Urban Planning of the Karaganda Region", materials were sent to the Department of the Agency of the Republic of Kazakhstan for Combating Corruption (Anti-Corruption Service) in the Karaganda region;
