Press release
On December 24, 2020, a regular meeting of the Audit Commission was held.
At the meeting of the audit commission, the results of the expert and analytical event and the state audit of the use of budgetary funds, the impact of the activities of local self-government bodies on the development of rural districts and settlements of the Karaganda region were summed up.
During the meeting, it was noted that the implementation by rural (settlement) akims of the assigned competencies, the involvement of citizens in the process of discussing local development issues, the openness of management decisions, the development and implementation of independent budgets contributed to solving a number of problems of rural settlements for the improvement, maintenance and repair of highways, street lighting, improvement of sanitary conditions, restoration and preservation of the housing stock.
At the same time, the formation of the revenue side of LSG budgets mainly due to transfers from higher budgets reduces the interest of akims in finding reserves for the growth of their own revenues, requires legislative expansion of the types of tax and non-tax revenues sent to the fourth-tier budgets.
The introduction from 2020 of an independent budget in 155 settlements of the region with a population of less than 2000 people (53% of them live from 1000 to 100 people) in the context of an insufficiently developed information and communication infrastructure, a shortage of professional personnel creates significant risks in ensuring a reasonable and effective use of budgetary funds, effective execution of fourth-level budgets and implementation of functions of local self-government.
Inadequate provision of rural (settlement) akimats with personnel, the lack of the necessary professional knowledge and experience in the formation and execution of the budget, accounting and reporting by accountants and economic workers remain the main reasons for the violations committed.
Based on the results of the audit, materials on 6 objects were transferred to the Department of Internal State Audit in the Karaganda region for consideration of the administrative responsibility of officials; on the 2nd - to the Department of the Agency of the Republic of Kazakhstan for Combating Corruption (Anti-Corruption Service) in the Karaganda region.
