Press release

On October 15, 2020, a regular meeting of the Audit Commission took place.

At the meeting of the Auditing Commission, the results of the state audit of the effectiveness of the implementation of the 3rd direction of the State Program for the Development of Productive Employment and Mass Entrepreneurship for 2017-2021 "Enbek" and the Employment Roadmap for 2020-2021 were summed up.

The analysis and results of the state audit of the effectiveness of the implementation of the 3rd direction of the state program of the Employment Roadmap for 2020-2021 showed:

With the participation of all possible measures of state support for employment of the population, according to the unemployment rate for the previous 3 years (2017-2019), the labor market looks relatively positive with a decrease in the indicator from 4.8% to 4.4%.

The share of registered unemployment in the number of the economically active population (fixed unemployment) remained at the same level in 2017 - 0.5%, in 2018 - 0.5%, in 2019 - 0.5%.

Based on the number of unemployed, covered by active measures in the form of SRM, MP, OR, there is an increase in actual values against the planned level. However, it should be noted that an increase in the level of employment depends on the effective demand of the population, and such factors among the unemployed as unwillingness to work, frequent turnover and low wages have negative consequences on the social stability of the population.

Assessment of the state of work within the framework of the third direction of the state program for the development of productive employment and mass entrepreneurship for 2017-2021, "Enbek" pointed to the ineffective implementation of youth practice, as well as problems in the organization of public works and social jobs, which are created by such factors as , early termination of employment by the unemployed, which does not fully ensure full employment of the population.

To increase the efficiency and improve the activities of the Employment Centers, it is necessary to coordinate work with enterprises and organizations of the city to create jobs in them for organizing youth practice that are in demand among graduates in accordance with the specialties (professions) received by them on the diploma.

When implementing 626 DKZ projects in the region, the main goals of the Employment Roadmap are not at the proper level, such as: creating conditions for employment by providing jobs for unemployed citizens in the amount of at least 50% of the jobs created at the facility and procurement, purchase of goods, works and services from domestic producers in the presence of at least 90% of the total funds.

The economic effect from the implementation of projects is aimed at improving the quality of life of the population of the Karaganda region, creating comfortable (favorable) conditions for the provision of high-quality medical services, ensuring the conduct of the general educational process in accordance with the current norms and rules, developing culture, ensuring the leisure of children in well-equipped courtyards, as well as improving utilities for the supply of heat and drinking water in the region.

The results of this performance audit showed significant shortcomings and violations of the procedures of budgetary and other legislation in planning expenses, developing and implementing budget programs as part of the implementation of the EPC for 2020, which is a consequence of inadequate study and compliance by officials of the audit objects with the requirements and provisions of the regulatory legal acts of the Republic Kazakhstan.

As a result, it led to violations and shortcomings in the total amount of 1,017,263.5 thousand tenge or 1.7% of the amount of funds covered, including: financial violations - 720 861.6 thousand tenge (70.9%) ; ineffective planning of budget funds - 259 585.1 thousand tenge (25.5%); ineffective use of budget funds - 36,816.8 thousand tenge (3.6%).

During the audit and before the meeting of the Audit Commission, it was fully reimbursed, recovered in the amount of 719,734.4 thousand tenge, the balance to be recovered - 4,858.3 thousand tenge.
