Press release on the results of the state audit of the use of budgetary funds in the field of informatization
On March 25, 2021, at a regular meeting of the Audit Commission for the Karaganda region, the results of the state audit of the use of budgetary funds in the field of informatization were considered.
During the meeting, it was noted that the implementation of government support measures contributed to the development and implementation of new interesting ideas on information and communication technologies, creating new conditions for citizens who are able to work in an open information society, where the share of the intellectual sphere and modern technologies is essential.
With the annual growth of funding, in the context of program-targeted budgeting, the most urgent issue is improving the financial discipline of control objects when using state budget funds.
The conducted state audit of two objects of governmental audit showed an insufficient level of observance of financial discipline, improper performance by employees of their functional duties in the areas of work entrusted to them, as well as improper control by the management team over compliance by employees with the norms of the legislation of the Republic of Kazakhstan.
An increase in the level of effective management of budget programs should be ensured through fundamental changes in approaches to the quality of planning. Poor development of budget programs by the administrator, expressed in the definitions of indicators of direct results that do not characterize the achievement of the goal of the state body and sub-intelligence institution, as well as their financing within the framework of one budget program, became the main reason for the identified violations of budget legislation, in particular, the principles of validity and effectiveness of the budget system of the Republic Kazakhstan.
An irrational approach in situations of managerial decision-making, namely in the construction of the structure of objects of government audit, as well as the premature acquisition of a state asset, led to additional costs and possible losses in the management of budgetary resources.
Thus, the violations committed had a negative impact on the solution of tasks for the implementation of state policy in the field of informatization.
Based on the results of the audit, instructions were sent to the objects of governmental audit to eliminate the identified violations and shortcomings in work.
On the facts of the revealed violations of accounting and public procurement legislation, the audit materials were sent to the Department of Internal State Audit in the Karaganda region for consideration of the administrative responsibility of officials.
