Asan Darbayev has promoted the facilities of JSC "United Energy Service Company".
Today, on October 15, 2021, Chairman of the Natural Monopoly Regulation Committee of the Ministry of National Economy of the Republic of Kazakhstan Asan Darbayev visited Ust-Kamenogorsk (East Kazakhstan Region) on a working trip, where he took part in a press tour of the facilities of JSC United Energy Service Company.
The press tour was organized and conducted by the Department of the Committee for Regulation of Natural Monopolies of the Ministry of National Economy of the Republic of Kazakhstan in the East Kazakhstan region.
During the press tour, Asan Darbayev got acquainted with the implementation of the subject's investment programs for the next five years.
The press tour was also attended by representatives of the public and the media.
Substation 110/35/6 SDI and Substation 110/35/6kV "Levoberezhnaya– are the objects visited by the participants of the press tour.
As part of the investment program of 2016-2020, to ensure reliable power supply to categorical objects of the right-bank part of the city of Ust-Kamenogorsk, as well as to eliminate the emergency situation that arose in 2017, as a result of which 48,793 subscribers were left without electricity, the reconstruction of 110/35/6 kV substations "SDI" was carried out with the replacement of two 25000kVA power transformers by 40000kVA and the installation of two 35kV vacuum circuit breakers. This reconstruction eliminated the shortage of power in this area, distributed the load of electricity between existing and newly introduced subscribers after the reconstruction of the substation and provided the possibility of technological connection of new consumers, taking into account the growth of consumption in the future.
Substation 110/35/6 kV "Levoberezhnaya" is one of the nodal substations of the city of Ust-Kamenogorsk with more than 100 thousand consumers.
It is important to note that this is one of the first substations of the city built in 1965. In case of technological violations, substations will remain de-energized: SDI, No. 42, No. 26. For the uninterrupted supply of electricity voltage, work is underway to reconstruct the substation with the replacement of existing switches of the MKP-110 type with gas-operated ones, RVS-110 arresters with OPN-110 surge limiters, RNZ-110 disconnectors with manual remote control disconnectors, NKF-110 voltage transformers with gas-operated ones, TFZM-110 current transformers with gas-operated ones, floodlights for lighting open switchgear ORU-110kV with energy-saving, equipment of open switchgear ORU-35kV for a complete switchgear KRU-35 kV in a block-modular building with air input, existing closed switchgear ZRU-10 kV cells with oil switches for cells with vacuum switches.
The implementation of this project will provide:
-increasing the level of output of electric power;
-will increase the reliability of power supply to more than 100 thousand consumers;
- environmental aspect: replacement of 6/10/35/110kV oil switches with vacuum and gas-operated ones will prevent contamination of environmental components during operation of oil-filled equipment.
Familiarization with the facilities was conducted by the Deputy Chairman of the Management Board for the Development of JSC "United Energy Service Company" - Zhanabaev Bakytzhan Kairatovich.
During the visit to these facilities, the participants of the press tour got acquainted with the investment program for 2021-2025, including what has been completed and what is planned to be completed in 2021 within the framework of the approved investment program.
In general, JSC "United Energy Service Company" is working on the implementation of the investment program measures within the framework of the approved tariff estimate, which provides for a number of large-scale equipment modernization measures aimed at improving the reliability and quality of power supply to consumers, increasing the capacity of electric networks and reducing losses.
In 2020, as part of the implementation of the investment program, the development of design and estimate documentation for 21 objects was carried out, the conclusion of the non-departmental expertise was obtained for 72 projects.
In the framework of the article "Modernization and reconstruction of power lines 0,4/6/10/35/ 110kV" construction and installation works on 45 objects with a total length of 115.635 km have been completed.
Also, within the framework of the article "Modernization and reconstruction of substations", measures were taken to replace the necessary equipment at 42 substations for the uninterrupted operation of the facility.
Work on the investment program of 2021 is carried out according to the established deadlines, without lagging behind the schedule of work.
The development of design and estimate documentation for 13 objects was carried out, the conclusion of the non-departmental expertise was obtained for 3 projects.
Construction and installation works on 3 events with a total length of 21.24 km have been completed: VL-110kV L157S, VL-110kV L175S, VL-10kV L-15.
Also, measures have been taken to replace the necessary equipment for the smooth operation of the facility.
Investment investments for the next 2022-2025 years provide for the implementation of the following activities:
- Development of a PSD for the reconstruction and modernization of electrical networks - for 215 objects;
- Modernization and reconstruction of overhead lines -110/35kV – 217.42 km;
- Modernization and reconstruction of overhead lines - 6/10 kV – 287.91 km;
- Modernization and reconstruction of cable lines - 6/10-0.4 kV – 131.02 km;
- Modernization and reconstruction of power lines with a SIP wire – 204.95 km;
- Automated system of commercial electricity metering (ASKUE) of household level of JSC "OESK" in Semey, East Kazakhstan region;
- "Reconstruction of substations 35/6 kV No. 2" in Semey";
- "Reconstruction of substations 35/6 kV No. 3" in Semey";
- "Reconstruction of substations 35/6 kV No. 7" in Semey.;
- "Reconstruction of 110/35/10 kV Levoberezhnaya substations";
"Replacement of the separators of shorting-110/35kV in gas-insulated switch EV" -60 units;
"Replacement of the oil switch 110/35 kV switch EV – 164 units;
- "Replacement power transformer" – 15 units;
- "Adding a second transformer" – 3 units;
"Replacement of the Cabinet of protection L-110 kV" – 61 units;
- "Replacing the battery" – 10 units;
"Replacement of -10 kV vakuumnyy switch 10 kV (retrofit)" – 674 units;
- "Modernization and reconstruction of transformer podstawy 6/10kV" – 80 units;
- "Replacement of KRN/KRN-6/10 kV" - 14 PS;
- "Renewal of the main fund" - 2,382 units.
According to representatives of JSC United Energy Service Company, these measures will ensure uninterrupted and high-quality work in terms of providing services for the transmission of electric energy.
The head of the Tariff Department Asan Darbayev also noted the role of JSC "United Energy Service Company" in the field of energy transmission, and stressed the importance of fulfilling its obligations under investment programs in the qualitative implementation of activities for the transmission of electricity to the supplying organizations of the region, on which the quality of services for end consumers already depends.
