The press tour was organized and conducted by the Department of the Committee for Regulation of Natural Monopolies of the Ministry of National Economy of the Republic of Kazakhstan for the Karaganda region together with Karaganda Energy Center LLP and Kagandy Su LLP.
Chairman of the Committee on Regulation of Natural Monopoly of the Ministry of National Economy of the Republic of Kazakhstan Asan Darbayev decided to visit these objects and get acquainted with the investment programs of the subjects for the next five-year period.
In addition to representatives of the authorized body and the subject, representatives of the public and the media also took part in the press tours.
The first object visited by the participants of the press morning was the Karaganda CHPP-3 of Karaganda Energy Center LLP.
The general director – Idrissov Sabyrgali Mukhametkalievich told about the repair work at the Karaganda CHPP-3 of Karaganda Energy Center LLP in 2021 and completed in 2020.
Then the representatives of Karaganda Energy Center LLP were introduced to the general work of the Karaganda CHPP-3, which is the largest producer of heat and electric energy in the city of Karaganda and the Karaganda region, where the participants could see firsthand how the work is going on at the main control panel, see the turbine shop and other objects of the CHPP-3. To get acquainted with the new equipment introduced since 2016, as part of the 2nd stage of expansion of the station's capacity-a boiler unit and a Chinese – made turbine unit.
The main key tasks of the developed investment program for the period 2021-2026.
Since 2019, a project is being implemented to build main heating networks from the TPP-3 of Karaganda (3 heat outlet) under the Nurly Zhol program, in order to cover the shortage of thermal energy and provide centralized heat supply to newly built housing, business and social facilities of the South-Eastern and Maikuduk planning district of Karaganda.
In this connection, in order to put the facility into operation, it is necessary to perform technological work on laying a pipeline with a length of about 2 km on the territory of the CHPP-3 in Karaganda. For these purposes, the project "Reconstruction of technological pipelines of Karaganda CHPP-3" was developed (positive expert opinion No. NE-0056/21 of 28.04.2021). The total cost of the project is 1 billion rubles. 191 million 146 thousand tenge for 6 years.
The implementation will provide heat energy to more than 1.2 million square meters of new housing, as well as business and social facilities.
Also, as a result of the implementation of the measure to replace the worn-out heating sections of the BO-350 boilers of station No. 1-4 of the Karaganda CHPP-1, it is planned to increase the efficiency of the boilers by reducing the consumption of coal for heating network water, respectively-to reduce the volume of stored ash and slag waste (hereinafter referred to as ZSHO) and emissions of harmful substances into the atmosphere. The total cost of the project is 135 million 167 thousand tenge for 6 years.
Another significant event is the construction of the 1st section of the ash dump No. 3, since the lack of a storage capacity for ZSHO will lead to a violation of the technology of heat and electric energy production and a complete shutdown of the Karaganda CHPP-3, which in turn will lead to the termination of the supply of thermal energy to consumers in Karaganda. The total cost of the project is 6 billion rubles. 298 million 444 thousand tenge for 6 years.
In 2020, investments in the total amount of 2,304 billion tenge were disbursed, including for the production of thermal energy in the amount of 532,989 million tenge, namely, major repairs were carried out at the BKZ boiler unit-420-140-5 art. No. 1 (repair of heating surfaces of the LPP, GPP, replacement and repair of fittings, replacement of the blower, repair of built-in mechanisms, repair of electric motors, repair of lighting and instrumentation). Major repairs were carried out at the BKZ boiler unit-420-140-5 art. No. 2 (repair of heating surfaces with fittings, replacement of pulverized coal burners, repair of hammer mills, PSU, SHZU, repair and replacement of insulation of heating surfaces, repair of an emulsifier with replacement of inserts of swirlers, repair of ceiling lighting). Overhaul of the T turbine unit-110/120-130-3 station No. 2 with a generator (repair of the ceiling part, the control system, repair of supports with refilling of liners, repair of LDPE with replacement of 30 spirals, pumps, repair of the oil system, repair of fittings, replacement of PSG-1,2 lens compensators, restoration of the insulation of the turbine unit). In 2020, the 4th stage was completed for the construction of dams of the 3rd section of ash dump No. 2, which was put into operation in 2021, and reclamation work has begun on the existing one.
Currently, the subject is working based on the developed and approved new six-year plan of the investment program for 2021-2026, which is calculated for a total amount of 9,130,948 thousand tenge, including the amount of investments for 2021 is 70,310.6 thousand tenge.
By the end of 2021, the investment program plans to master 70,310. 6 thousand tenge, which are aimed at the following activities:
For Karaganda CHPP-1 (30,775. 4 thousand tenge):
Replacement of the heating section of the boiler BO-350M station No. 1 at the Karaganda CHPP-1,
For Karaganda CHPP-3 (39,535. 2 thousand tenge):
- Replacement of heating sections of peak boilers of the I-th stage (PB-1, PB-2, PB-4),
For the next 2022-2026 years, investment investments under the program also provide for the implementation of important measures aimed at stable provision of residents and enterprises of Karaganda with thermal energy.
As representatives of Karaganda Energy Center LLP noted, some of the events are especially important for maintaining the vital activity of the city of Karaganda in the coming years, these are:
Reconstruction of technological pipelines of Karaganda CHPP-3. Its completion will allow an additional 114.5 thousand Gcal of thermal energy to be sent to the city's heating networks annually, which means that new consumers will be connected. Moreover, this event is carried out in accordance with the city's plans to expand the existing heating networks.
Construction of the first section of the ash dump No. 3 of the Karaganda CHPP-3. The resource of the existing ash dump is coming to an end, and if the station is not provided with a new capacity for storing ash and slag waste, then the main source of thermal energy of the city will be at risk of ceasing its work.
Further, the participants of the press tour visited the facilities of "Kagandy Su" LLP, where they got acquainted with the investment programs for 2021-2025, including the work done and planned to be performed in 2021 within the framework of this investment program.
