Earlier, the Committee on Regulation of Natural Monopolies of the Ministry of National Economy of the Republic of Kazakhstan has already reported on the return of funds to consumers for heat in a number of regions of the country.

As of today, the CRNM and its territorial divisions have already completed work on recalculating the cost of heat supply services for consumers who do not have heat metering devices throughout Kazakhstan.

The work was carried out in accordance with the norms of legislation in the field of natural monopolies, according to the results of which the refund of the accrual of funds based on the results of recalculation will be reflected in the personal account of the population in a separate line in the form of an advance (balance) in the heating period (2021-2022) or for a calendar year (until the end of 2021).

As is known, in accordance with the norms of the legislation on natural monopolies of the Republic of Kazakhstan, a natural monopoly entity is obliged to recalculate the cost of a regulated heat supply service, taking into account the actual outdoor air temperature directly to consumers, or if it is impossible to establish the location of the consumer by reducing the tariff when paying for a regulated heat supply service.

The procedure for recalculating the cost of a regulated thermal energy supply service, taking into account the actual outdoor air temperature, is regulated by the Rules for forming Tariffs (approved by Order No. 90 of the Ministry of National Economy of the Republic of Kazakhstan dated November 19, 2019).

Thus, over the past heating period of 2020-2021, the subjects of natural monopolies providing services in the field of heat supply recalculated the payment for thermal energy for consumers who do not have metering devices for a total amount of 415 300. 95 thousand tenge, including VAT:

- in Almaty - 49 424, 23 thousand tenge;

- in the Almaty region-88, 93 thousand tenge;

- in the Akmola region – 5,880, 50 thousand tenge;

- in Atyrau region – 1,203. 39 thousand tenge;

- in the Aktobe region – 26 045, 93 thousand tenge;

- in the East Kazakhstan region - 182,057. 92 thousand tenge;

- in Zhambyl region - 30 594, 33 thousand tenge;

- in the Karaganda region - 106 213, 26 thousand tenge;

- in Kostanay region – 155, 34 thousand tenge;

- in the Kyzylorda region – 364, 38 thousand tenge;

- in the Mangystau region – 1,214. 94 thousand tenge;

- in the Pavlodar region – 4,493. 85 thousand tenge;

- in the North Kazakhstan region – 7,552. 53 thousand tenge;

- in the Turkestan region – 11, 42 thousand tenge.

I would like to note that there is a decrease in the amount of refund for heat, taking into account the actual outdoor temperature, and this is due to a change in the level of equipment of consumers with heat metering devices.
