The public hearing on the application of "KazTransOil" JSC was held in the CRNM

Today, on August 10, 2021, the Committee for Regulation of Natural Monopolies of the Ministry of National Economy of the Republic of Kazakhstan held a public hearing to consider an application for approval in a simplified manner of the draft tariff and tariff estimate of 'KazTransOil' JSC for a regulated oil transshipment service at the N. N. Shmanov oil refinery to the Kenkiyak-Atyrau oil pipeline.

Taking into account the epidemiological situation in the country, the public hearing was held online via the ZOOM platform, where representatives of industry government agencies, associations, mass media, other interested persons, as well as consumers of 'KazTransOil' JSC took part.

Kazybek Ratbekov, Head of the Department of Regulation in the field of Oil and Gas Transportation, chaired the hearing, where he welcomed all participants of the hearing, and familiarized them with the procedure for holding a public hearing, and also noted the need to actively express their suggestions and comments on the draft tariff and tariff estimate of KazTransOil JSC for a regulated oil transshipment service at the N. N. Shmanov oil refinery to the Kenkiyak-Atyrau oil pipeline.

"The purpose of holding public hearings is to ensure transparency, awareness, compliance with the balance of interests of consumers and subjects of natural monopolies, transparency of the procedure for considering applications of KazTransOil JSC for the above - mentioned regulated service," Kazybek Ratbekov said.

The speaker at the public hearing was the Director of the Tariff Regulation Department of KazTransOil JSC - Dana Ermekova.

The representative of KazTransOil JSC in her speech said that in accordance with the Law of the Republic of Kazakhstan "On Natural Monopolies", the tariff for the above-mentioned regulated service is set for 1 year.

"The current tariff of "KazTransOil" JSC for a regulated oil transshipment service at the N. N. Shmanov oil refinery to the Kenkiyak-Atyrau oil pipeline was approved for 2020. Due to the expiration of the validity period, "KazTransOil" JSC has submitted an application to the CRNM for approval of a new tariff and tariff estimate in a simplified manner for 2021, "Dana Ermekova noted during her speech.

Then the participants of the public hearing and representatives of the media were able to ask questions of interest and concern to them concerning the tariff projects and the tariff estimate of the subject, and get answers to them.

In conclusion, Kazybek Ratbekov, thanking everyone for their participation and active expression of proposals, noted that the final decision will be made based on the results of consideration of the application of "KazTransOil" JSC in the terms and procedure established by the legislation on natural monopolies.

It should be noted that the Committee always takes into account the opinions of participants in a public hearing and tries to maintain a balance of interests between consumers and the subject when making a final decision.
