Atyrau CHPP as a natural monopoly entity will be brought to administrative responsibility – - Chairman of the Committee on Regulation of Natural Monopolies of the Republic of Kazakhstan Asan DARBAYEV, who visited Atyrau on a working trip, said.
– We are talking about paragraph 4 of Article 164 of the Administrative Code of the Republic of Kazakhstan "Non-compliance by a natural monopoly entity with restrictions, as well as non-fulfillment of obligations established by the legislation of the Republic of Kazakhstan," the head of the DCRNM noted. – The subject has obligations that are built on contractual relations with consumers. And there are certain regulations in which order the contract should be concluded and how rights and obligations should be regulated. ATEC did not comply with these obligations. This fact has been identified, and an in-depth analysis is being conducted further.
This article entails a fine for subjects of small entrepreneurship in amount of 200 MCI, for medium enterprises – in the amount of 240 MCI, for large businesses – in the amount of 800 MCI.
Further, Darbayev listened to consumers who had previously applied to the department. Most of the questions concerned receipts for heating, power outages.
For example, Daria Tolstova, a resident of Avangard, asked why the heating fee was higher in January than in December.

The president of the ATEC Maksot ALENOV replied that the readings from the ODPU (general household metering devices) are not taken on the same day – the days from the 20th to the 30th of each month are allocated for this.
– More than 600 ODPU have been installed in the city, and the CHP has only 3 qualified specialists who take readings from them, and they physically do not have time to take readings day in and day out. It is for your apartment-the readings were taken with a difference of 4 days, which affected the indicators – - said Alenov.
After listening to the residents, Asan Darbayev reproached the local monopolists for weak work on informing the population.
– It is necessary to strengthen explanatory work, it is necessary that residents have access to your database and meter readings. There is a category of people who turn to us, find out the situation, but the majority does not know about it, does not understand. There is no explanatory work in social networks. And now try to change your mind. If the work was effective, there would be no unnecessary correspondence, misunderstandings, such situations that you are counting something incorrectly. Everyone has this opinion. Try to convince now that your calculations are correct – you will not be able to. We live in a digital time, it is very easy to convey information, be open, " he concluded. And he instructed the new head to take control of all consumer appeals.
