The DCRNM has opened checks against heat suppliers

As part of the complaints and appeals of citizens regarding illegal and inflated bills for heat in receipts for December 2020, the Committee for the Regulation of Natural Monopolies of the Ministry of National Economy of the Republic of Kazakhstan reports that unscheduled inspections have been opened in a number of regions of the country in relation to entities that supply heat energy to citizens.

Thus, the department of the Committee for the city of Nur-Sultan, on the basis of appeals from residents of the capital regarding unreasonably issued bills for heat, opened an audit against Astana-Teplotransit LLP.

And also the DCRNM for the Karaganda region has opened an inspection against the producer of thermal energy "Karaganda Energy Center" LLP, where, among other things, the activity of the subject will be checked for the quality of providing heat supply services to residents of Karaganda.

In the Kostanay region, an inspection has also been opened against the State Enterprise "Kostanay Fuel and Energy Complex", in terms of the validity of the invoices for heat supply.

In other regions, appropriate work is being carried out on the activities of heat supply organizations for the purpose of issuing unjustified bills for heat supply.

As part of these inspections, employees of the departments of the DCRNM will conduct a thorough analysis of the validity of the high payments for heat made by natural monopolies, in addition to the reasons associated with the increase in outdoor air temperature in December last year.

These checks will show the whole picture of the reasons for the increased heat bills issued in the receipts.

Based on the results of inspections by the Tariff Regulator, if any violations are detected on the part of heat suppliers, an appropriate decision will be made against the monopolists, and a recalculation will also be made to the population for heat.

In addition, we inform you that the Committee for the Regulation of Natural Monopolies recalculates the cost of heat supply services for consumers who do not have heat metering devices on an annual basis.

During the last heating season, 736.8 million tenge was returned to consumers.
