About the ban on filling gas domestic cylinders for the population at gas stations

The Department of the Industrial Safety Committee of the Ministry of Emergency Situations of the Republic of Kazakhstan for the Almaty region (Hereinafter– the Department) is working to notify the owners of gas filling stations (Hereinafter-gas filling stations) about the prevention of refueling of cylinders not intended for use on motor vehicles.

On September 01, 2021, the Department's employees carried out a visit to Taldykorgan for the purpose of excluding the facts of illegal refueling of gas cylinders at the gas station for the population (a total of 143 notifications were sent, 98 of them in 2020, 55 in 2021).

According to paragraph 129, Section 5 of the Order of the Minister of Internal Affairs of the Republic of Kazakhstan "On approval of Safety Requirements for gas supply system facilities" dated October 9, 2017 No. 673, filling of cylinders at a stationary automobile gas filling station not intended for use on motor vehicles is not allowed, since the gas filling station (gas filling station) is a technological complex intended for storage and retail sale of liquefied petroleum gas to owners of vehicles using it as fuel.

Active work is also being carried out to inform the population through the mass media. 5 articles were published in regional and district newspapers on the topic: "Automobile gas filling stations are not intended for refueling household gas cylinders".

In order to exclude the facts of illegal refueling of household gas cylinders at the gas station for the population, the Department sent proposals to the Department of Energy and Housing and Communal Services of the Almaty region for consideration and inclusion in protocol instructions based on the results of the round table.

And also, the Department sent a letter (explanations) to the akimats of districts and cities of the Almaty region "On the problem of refueling household gas cylinders for the population at gas filling stations (gas filling stations)".

To ensure the safety of citizens of the Almaty region, an action plan has been developed and is being implemented to ensure industrial safety at hazardous production facilities for 2021, approved by the First Deputy Akim of the Almaty region, additions have been made to this plan to identify and prevent violations of the requirements of the legislation of the Republic of Kazakhstan in the field of industrial safety when selling liquefied petroleum gas at gas filling stations.
