Clarification of the norms of the Administrative Procedural Code among the inspection staff

In connection with the entry into force of the Administrative Procedural Code from July 1 of this year, as well as the launch of the information system "E-appeal", the Department of the Industrial Safety Committee of the Ministry of Emergency Situations in the Almaty region conducted explanatory work among its employees about the actions of the Code norms.

It was explained to the employees of the Department that the norms of the Code are aimed at regulating public-legal relations arising between an administrative body (official) and a person in respect of whom the public functions of an administrative body established by law are implemented.

The regulation of these relations is established by external administrative procedures, as well as by an administrative judicial process (if there is a public legal dispute between the state and a person or organization). The Code regulates the norms in the part not regulated by the laws of the Republic of Kazakhstan. In other cases, compliance with the requirements of the Code regarding the implementation of administrative procedures is mandatory for administrative bodies in the part where it is not regulated by industry (special) legislation.

In addition, in order to ensure the provisions of the Code, the Department's employees got acquainted with the work of the "E-appeal" information system, the algorithm of actions in cases of failures in its operation, as well as an analysis of the application of certain norms of the Code, legislation in the field of public services.
