On January 24, 2025, the Akim of Kostanay region Kumar Aksakalov visited Altynsarinsky district on a working visit. The purpose of the visit was to assess the implementation of projects that contribute to the socio-economic development of rural areas. As part of the trip, the Akim got acquainted with the facilities: a dairy farm under construction, an open House of Culture and new residential buildings. These projects are a direct implementation of the instructions of the Head of State and bring significant benefits to the residents of the region.
Farm in the village of Basbek : a confident step towards food security
In the village of Basbek , Altynsarinsky district, Kostanay region, construction of a dairy farm for 660 heads of cattle has begun. The cost of the project is 3.5 billion tenge, of which 500 million tenge are the enterprise's own funds and 3 billion tenge were allocated as part of state support measures in the form of a loan at 2.5%.
Akim of Kostanay region Kumar Aksakalov noted that the implementation of this project is aimed at fulfilling the order of the Head of State to increase the share of processed products in the agro-industrial complex to 70% by 2026. The farm will produce 4.5 thousand tons of milk per year.
"This project is aimed at ensuring food security, reducing import dependence and creating new opportunities for the development of the rural economy. We are implementing the strategy of the Head of State, aimed at sustainable growth of the agro-industrial complex and improving the quality of life in villages ," the head of the region said.
By the way, this is not the only project aimed at implementing the President’s instructions in the region.
In order to produce its own high-quality milk in the Kostanay region, construction of 6 more modern industrial dairy farms is underway in the Fyodorovsky, Karabalyk, Mendykarinsky and Altynsarinsky districts, respectively.
The input of data from dairy farms will increase milk production by 43 thousand tons , and the share of the workload of milk processing enterprises in the region will increase from 80% to 95% .
Farm director Talgat Tapayev also highlighted the importance of the project for the region:
"Focusing on crop production alone is a recipe for risk and potential bankruptcy. Market fluctuations and climate change make such farming highly unstable. Diversification is not just a choice, it is a necessity for survival and growth. Developing dairy farming is a real way to strengthen your farm, reduce dependence on one area and ensure long-term sustainability.
Understanding this, of course, not without the support of the state, we were able to take on the construction of a dairy farm for 600 heads. It will produce 4.5 thousand tons of milk per year and will provide jobs for more than 30 local residents. Those who do not want to change risk remaining in the past. Our example shows that changes are possible, and they bring success not only to the farm, but to the entire region. Our task is to complete the project on time and launch the farm at full capacity," he noted.
The implementation of such projects contributes not only to the economic development of the region, but also to the improvement of social infrastructure, creating conditions for improving the standard of living of the rural population.
House of Culture: a center of creativity and unity
The next object of the working visit of the regional akim was the grand opening of the new House of Culture in the village of Bolshaya Churakovka. This project, implemented within the framework of the program " Auyl - El besigi ", became a significant event for the residents of the village. 404 million tenge were allocated for the construction of the facility .
The House of Culture will be able to accommodate up to 100 people daily, providing a platform for creative development, leisure and the preservation of traditions.
At the opening ceremony, Kumar Aksakalov emphasized the importance of such projects:
"The new House of Culture is not just a building. It is a center of life where ideas, creativity and inspiration will be born. We continue to improve the cultural infrastructure in rural areas so that residents can develop and preserve their traditions. After all, as we know, cultural development is directly related to economic development. A culturally and intellectually developed person is the main driver of the country's economic development."
Deputy of the Botakoz Maslikhat Bidauletova noted that the facility will become an important part of the cultural life of the area:
"Today's event is an example of how the Head of State's instructions on the development of culture are being implemented locally. The House of Culture will unite residents and become a place of creativity and inspiration for all generations."
Kapiyatov, also shared his impressions :
"The opening of the House of Culture is a very important event for our youth. All conditions for creative activities, sports and communication have been created here. We have the opportunity to participate in choreography and wrestling clubs, play table tennis and even work out in the gym. This place unites us and gives us new prospects for development. We are grateful for this gift and are confident that the House of Culture will become a center of inspiration and activity for every resident."
The opening of the House of Culture in Bolshaya Churakovka is a contribution to the development of the village's social infrastructure. The facility will become an important part of the residents' daily lives, creating conditions for preserving traditions, revealing creative potential and strengthening the unity of the rural community.
Last year, funding for the cultural sector in Kostanay region increased by 24.3% and amounted to 16.9 billion tenge. Particular attention is paid to improving the infrastructure of cultural facilities, which allows for the implementation of projects such as the construction of a new House of Culture.
Projects of this scale confirm that state support for rural areas is not just words, but real steps towards creating comfortable conditions for life, work and creativity.
Housing for large families: new houses in the village of Ubaganskoye
Concluding his working visit, the regional akim visited the village of Ubaganskoye in the Altynsarinsky district, where a ceremonial presentation of keys to eight new two-apartment houses took place. This project was implemented within the framework of the state program for the provision of affordable housing, aimed at fulfilling the instructions of the Head of State.
The total cost of construction was 298.2 million tenge, and the average area of each apartment is 85 square meters. The houses are built with a fine finish, connected to all necessary utilities and are completely ready for occupancy. Among the new residents are large families, orphans and representatives of socially vulnerable groups of the population.
At the ceremony, the Akim of Kostanay region Kumar Aksakalov emphasized:
"We are increasing the volume of housing construction every year. By the end of 2024, about 500 thousand square meters of housing were commissioned, thanks to which more than 5 thousand families were provided with apartments. Last year, on the instructions of the Head of State, funds were allocated for the purchase of rental housing. In the region, 940 apartments were purchased for more than 18 billion tenge, which is 5.7 times more than in 2023. This year, it is planned to purchase 1,000 apartments for those on the waiting list"
As the Akim noted, providing citizens with affordable housing is an important area of implementing the instructions of the country's leadership. New houses are not just a roof over your head, but a symbol of confidence in the future and an improvement in the quality of life. We will continue to work on solving housing issues so that every family can find comfortable housing and create a stable future.
Mother of many children Gulshat Suesenova , having received the keys to the new house, did not hide her emotions:
"This is a great happiness for our family. Now we have our own cozy home where children can grow up in comfortable conditions. Thank you for the support that the state and the country's leadership provide to large families. This is a new stage in our life that we will always remember."
The construction of housing in the district will not end with 8 houses. The authorities plan to build another 7 two-apartment houses this year, which will provide housing for many more families.
These projects are an example of successful implementation of the tasks of the state program for support of rural areas. Each new house becomes a contribution to the stability and confidence in the future of rural residents.
Results of the visit
The Akim's visit demonstrated how government support changes the lives of rural residents. These projects are aimed at ensuring a comfortable life, strengthening the economy and creating conditions for the development of youth in rural areas. Thanks to such initiatives, villages remain a place where you want to live, work and build a future.
